is a combined synopsis/solicitation for commercial items prepared in
accordance with the format in Subpart 12.6 of the Federal Acquisition
Regulation, as supplemented with additional information included in
this notice. This announcement constitutes only the solicitation;
proposals are being requested and a written solicitation will not be
issued. (ii) This solicitation is issued as a Request for Quotation
(RFQ) Solicitation Number F64605-99-QP077. (iii) The solicitation
document and incorporated provisions and clauses are those in effect
through Federal Acquisition Circular 97-13. (iv) This acquisition is
100% set-aside for small business. The Standard Industrial
Classification code is 7376 with a small business size standard of
$7,000,000. (v) This synopsis/solicitation contains one contract line
item number (CLIN) CLIN 0001: Contractor to furnish all labor, tools,
parts, materials, facilities and transportation necessary to provide
service to manage and coordinate the operations of the Hickam Family
Support Center, Computer Resource Center in accordance with paragraph
(vi). Price will be submitted as a lump sum for 1 job. (vi) Facility
work is to be accomplished at: The Family Support Center, 15 MSS/DPF,
655 Vickers Ave., Building 1105, Hickam AFB, HI. Normal hours of
operation: Monday, Wednesday, and Friday, 0800-1630; and Tuesday and
Thursday, 0930-1800; except holidays. Hours are subject to modification
with reasonable notice. Performance Period: 11 Oct 99 _ 30 Sep 2000.
Purpose: To serve as administrator for the Family Support Center_s
Computer Resource Center. Provide technical support to staff and
customers in the Family Support Center (FSC). Scope: Specific Duties
are: (a) Supervise, manage, and maintain operations of the Computer
Resource Center. Ensure resources are only used for official government
business and authorized programs of the Family Support Center.
Identify, correct operating problems, and report problems within 24
hours to the FSC Organizational Computer Manager (OCM). Monitor and
track daily customer usage of the Computer Resource Center. Manage
lending resources and maintain an accurate inventory. At a minimum, a
biannual inventory shall be conducted. Inventory items will be labeled
and contractor will ensure delinquent loan items are tracked and
accounted for at all times. (b) Operate and maintain all hardware and
software computer resources to included LAN connectivity and scheduled
maintenance. Coordinate and assist outside agencies to resolve
problems as needed. (c) Plan and provide customer and FSC staff
computer assistance and training. All requested computer print out will
be delivered within 48 hours. Provide set up and breakdown of
multi-media equipment to support on- and off-site briefings and
workshops. (d) Evaluate and forecast future hardware and software
requirements upon request or at least annually. Submit all required
reports to FSC management in a timely manner. (e) Maintain the Resource
Center in inspection-ready condition at all times. Provide necessary
tours to all distinguished visitors. As a minimum, the contractor must
be able to show the following: (a) Ability to install and configure
computers to provide connectivity to LAN/PCs. (b) General knowledge of
the fundamental principles, concepts, techniques, standards,
processes, and guides of the Family Support Center. (c) Ability to
communicate effectively with others and to provide training and
technical support for all computer users on hardware and software_to
identify, troubleshoot, resolve, and report all hardware and software
problems and outages. (d) Ability to supervise, manage, and maintain
the FSC computer resource center_to perform and maintain the resource
center_s security system, conduct inventories, and evaluate and
forecast future requirements. (e) Ability to provide oral and written
system analysis and training instructions for FSC staff and customers.
(f) Completion of two years of systems degree or substitute with
accredited certification, or at least four years systems experience.
Must be experienced with some or all of the following hardware/software
equipment: Dell, Gateway, Hewlett Packard, Micron, Okidata; MS-DOS,
Microsoft Office 95 & 97, Windows 95, and Internet. (g) Must present a
reasonable standard of professional business attire. (h) Must comply
with all safety procedures and practices associated with the FSC and
must adhere to all Equal Employment Opportunity (EEO) policies. The
Contractor shall obtain 15 ABW Form 0-180, Application for Personnel
and Vehicle Passes to work under Air Force Contracts, from the
Contracting Officer prior to commencing work. The Contractor shall take
all precautions to insure that no damage to private or public property
will result from operations. The Contractor shall comply with all Air
Force Safety, Fire Prevention, and Occupational Health Standards, as
applicable, to protect personnel and resources. (vii) All work to be
performed will be accomplished as stated during the hours stated above.
(viii) The provision at FAR 52.212-1, Instructions toOfferors _
Commercial, applies to this acquisition without addenda. (ix) A firm
fixed price purchase order will be issued based upon the proposal
determined to provide the best value, experience, past performance, and
price. (x) Offerors shall include a completed copy of the provision at
FAR 52.212-3, Offeror Representations and Certifications _ Commercial
Items, with offer. (xi) The clause at FAR 52.212-4, Contract Terms and
Conditions _ Commercial Items, applies to this acquisition without
addenda. (xii) The clause at FAR 52.212-5, Contract Terms and
Conditions Required To Implement Statutes Or Executive Orders _
Commercial Items, applies to this acquisition. The following additional
FAR clauses of paragraph (b) are incorporated: 52.222-26, Equal

Required Central Contractor Registration. *NOTE: Proposals will be
accepted if you are showing up in the Central Contractor Registration
