We are interested in meeting the operational needs of several commands and their accompanying missions. To determine industry's technical capabilities in this area, ESC has developed a survey to update this database. An electronic survey is available at Electronic System Center's (ESCs) HERBB at website http://www.herbb.hanscom.af.mil/rfp.asp, Common Air Defense Systems (CADS). Interested parties should fill out this survey not later than 26 October 1999. The survey consists of spreadsheets in six areas: General, Architecture, Communications, Surveillance, Applications, and User Interface. It is requested that interested parties provide information relative to any current fielded configurations, as well as the capabilities to which the system was designed. Supporting documentation is not necessary at this time. Any submitter wanting the Government to treat their submission as proprietary must state as much in the transmittal e-mail message or transmittal letter, and must place an appropriate legend on each page or sheet of the survey in accordance with Federal Acquisition Regulation (FAR) 15.609. The Government intends to have employees of MITRE, a Federally-funded Research & Development Center, review submissions and provide their technical insights into the level of industry's technical capabilities. Any such employee will sign a non-disclosure agreement. Electronic responses are preferred and should be sent to Paul.Schaefer@hanscom.af.mil. Hardcopy responses should be sent to: Lt. Col. ESC plans to host an industry day to provide it's future vision on Air Defense Systems sometime during the first quarter of FY00. Once scheduled, an announcement in the CBD and in HERBB will be posted. This announcement is part of market research and not a request for proposal or quotations or an invitation for bids, and the Government will not necessarily issue such a request or invitation. Submitters should understand that the Government will not pay the costs of preparing or transmitting the survey. An Acquisition Ombudsman, Colonel Steven H. Sheldon, Director, Commander's Staff, has been appointed to hear concerns from offerors or potential offerors during proposal development. You should only contact the Ombudsman with issues or problems you cannot satisfactorily resolve with the program manager and/or contracting officer. The Ombudsman role is to hear concerns, issues, and recommendations and communicate these to the appropriate government personnel. The Ombudsman will maintain strict confidentiality if desired.
