The U.S. Nuclear Regulatory Commission (NRC) is considering issuing one or more Request for Proposal(s) to provide technical assistance to support the review of a license application for a mixed-oxide(MOX) fuel fabrication facility. Technical assistance for the license review may include the review of pre-license submittals, review of the applicant's license application (including the integrated safety analysis), support to the NRC during the preparation of the safety evaluation report, or some combination thereof. Areas of required technical assistance may include nuclear criticality safety, fire protection, accident analysis, hazards identification, radiological safety, chemical safety, and material engineering. Experience in the application of these disciplines to weapons grade plutonium, particularly at either a MOX fuel fabrication facility or other type of plutonium processing facility, is mandatory. Interested firms should submit written capability statements to the NRC at the address shown above. The capability statements shall address the technical capabilities and mandatory experience as specified above, and shall be limited to 20 pages or less (not including resumes). Interested firms are not required to show capability in all technical disciplines; however, each firm should clearly indicate its areas of interest.
