The Office of the Comptroller of the Currency (OCC), a Bureau in the Treasury Department, intends to issue a purchase order using Simplified Acquisition Procedures (SAP) to Fischer International Systems Corp., 3506 Mercantile Avenue, Naples, FL 34104 for their Global Connection Server (GCS) and TAO Connect software to replace OCC's current TAO Internet Gateway software which is not Y2K compliant. OCC uses this software to transfer email between TAO, BeyondMail, and Microsoft Exchange as well as to outside Internet addresses. The TAO Connect and Global Connection Server products are the only software products that interface with OCC's existing electronic mail software while TAO provides mail transport services to other electronic mail environments, including the Internet. The Global Connection Server uses standard messaging protocol services on a single NT server, connected by TAO Connect to the existing TAO database resident on the agency's mainframe server. At least two heavily used production applications, SMS and CAIS, still use TAO Application Programming Interface (API) services to create and mail information during a user session. Procuring these two products is the only way to continue to maintain OCC's current email services of IDMS production applications. Both products are the property of Fischer International Systems Corporation who is also the only supplier of their maintenance. Therefore, this procurement is a SOLE SOURCE procurement and NO solicitation is available. Letters and telephone requests for a copy of a solicitation will not be accepted and are considered nonresponsive to this CBD announcement.
