CA has a requirement for the United States Air Force Research
Laboratory (AFRL) to evaluate the characteristics of various liquid
rocket propellant tanks for possible use in rocket propulsion systems
requiring long periods of storage in space. At the end of a prescribed
period of time, the tankage is removed from test and subjected to
post-test analysis. Contractor will obtain post-test metallurgical
analysis of the liquid rocket propellant tankage removed from the
in-house Air Force Research Laboratory tank storage project. This
program includes a thorough examination and documentation of the
propellant storage vessel surfaces, chemical and metallurgical
analyses, and a final report. The program was designed to be
accomplished in three tasks: Task I -- visual examination and
functional testing; Task II -- chemical and metallurg ical analyses;
and Task III -- final report. During the initial stages of this program
particular attention will be given to welds, crevices, and other
susceptible regions. The initial examination, Task I, will identify
anomalies or unusual conditions which would warrant a more detailed
examination in Task II. Task III will be a compilation of results that
were found in Tasks I and II. All work shall be performed at the
contractor's facility. Tankage breakdowns are as follows: 3 -- 10
gallon capacity tanks, Alloys -- A-286 SSB, 2219-T8AL, TI-15-3-3-3
(respectively), Propellant -- (NTO) Dinitrogen Tetroxide; 1 -- 4 gallon
capacity tank, Alloy -- 2014-T6 DB, Propellant -- (NTO) Dinitrogen
Tetroxide; and 1 -- 115 gallon capacity tank, Alloy -- 1100 AL,
Propellant -- (NTO) Dinitrogen Tetroxide. The government shall provide
to the contractor all tankage listed above. Required delivery schedule
is 9 months after receipt of order (ARO). Interested offerors must
submit adequate descriptive literature and past performance (at least
three pertinent references) to demonstrate their capability to provide
such services. Firms respondingmust identify their company's business
