Engineering and Support Center, Huntsville (USAESCH) intends to award
a firm fixed price commercial item contract (a base year and one option
year) for professional managerial services to staff and operate the
"Life Center" fitness facility, located on the first floor at the
USAESCH building, 4820 University Square, Huntsville, AL. The 2,300
square foot facility includes a 1,000 square foot aerobics room with
sound system, a 1,200 square foot carpeted area with weights and
fitness equipment, a 65 square foot office, and a 35 square foot locked
storage area. Controlled access locker rooms, with showers, are
adjacent to the equipment area. Approximately 600 Federal employees of
the U S Army Corps of Engineers are eligible to participate in the
activities of the Life Center. Employee family members and in-house
contractor personnel may be eligible in the future. Employee
participation is voluntary. The contractor shall staff the Life Center
a total of 35 hours per week, Monday Friday, 7 hours per day. Hours to
be staffed are as follows: Monday Friday, 11:00AM 5:00PM; Friday,
5:30AM 12:30PM. The remaining hour of each day, Monday-Thursday, may be
worked before or after the hours stated, but the contractor must ensure
a staff member attends all scheduled classes. The work schedule
excludes Federal holidays. Period of Performance is Jan 1, 2000 Dec 31,
2000, with option year period being Jan 1, 2001 Dec 31, 2001. The
contractor shall provide (except those provided by the Government) all
necessary materials, labor, and supervision for the operation of the
Life Center. Per week, a minimum of nine (9) approved exercise classes
shall be presented during the stated hours of operation. Other
responsibilities include, but are not limited to: a) conducting fitness
testing to measure individual employee's muscular strength, endurance
and heart recovery after exercise; b) developing and conducting monthly
motivational programs and events to encourage fitness participation and
awareness; c) organizing and presenting an annual health fair/open
house for all USAESCH employees; d) providing and coordinating a
pre-participation evaluation process; e) performing daily inspection,
cleaning, lubrication and adjustment of Life Center equipment; f)
establishing and maintaining an automated personal computer based
system of tracking employee usage of the fitness facility; g) writing
quarterly articles about the Life Center or health related topic for
the USAESCH newsletter; and, h) preparing and submitting monthly Life
Center activity reports. The contractor director/manager shall have a
Bachelor's degree in a health related field or equivalent; current
certification in Cardio-Pulmonary Resuscitation (CPR) and First Aid;
current fitness training certification for the exercise classes
presented; current medical certification of suitability for position;
and a minimum of two years experience in managing and operating a
fitness and/or a health and wellness facility. All other contractor
staff members, such as class instructors, shall have current
certification in Cardio-Pulmonary Resuscitation (CPR) and First Aid,
current fitness training certification for any classes they instruct
and current medical certification of suitability for position.
Additionally, to be considered eligible for award, the successful
offeror must be registered with the DoD Central Contractor Registration
(CCR). The following Internet site is provided for registration

registration package. It is the sole responsibility of the offeror to
register in CCR. Technical evaluation criteria shall be set forth in
the solicitation, which will be issued on or about Oct 6, 1999. All
proposals are due by close of business Oct 20, 1999. The solicitation
will be posted on the Internet and will be accessible for download from
the US Army Engineering and Support Center home page at
www.hnd.usace.army.mil. At home page select "Doing Business with HNC;
