The Atlantic Division Naval Facilities Engineering Command is seeking,
for information and planning purposes, qualified and experienced
sources in the property management industry interested in providing
property management services for Military Family Housing owned by the
Department of the Navy. Property management services that may be
required are: tenant relations, budgeting, building and grounds
maintenance, capital improvements, utilities monitoring, equipment and
materials monitoring, and information management and reporting.
Portsmouth Naval Shipyard (PNSY) in Kittery, Maine, with 234 family
housing units, has been identified as a potential site for any
solicitation that may be forthcoming. Other installations in the
Eastern United States are currently under consideration and may or may
not be included in any resulting solicitation. The proposed contract
types include combination fixed price/indefinite quantity or cost plus
fixed fee arrangements for a base period of one year with four one
year options to extend, total duration not to exceed sixty (60) months.
The proposed procurement method is best value, price and other factors
considered, using source selection procedures. In order to determine
the level of interest in this type of contract and to determine the
number of sources available, both small and large, this notice is being
issued prior to proceeding with a formal request for proposals.
Interested parties should provide a statement of interest (not to
exceed 15 pages in length) by 12 October 1999. The statement shall
include, as a minimum, the following criteria: (1) Point of contact
(including phone & facsimile numbers, e-mail address, and mailing
address); (2) capability and experience in providing property
management services for similar housing; (3) financial information
regarding capacity; and (4) statement of company size classification
(small, small disadvantaged, small woman-owned, or large business). The
Standard Industrial Code for this requirement is 6531 and the average
annual receipts for the last three years is $1,500,000. The statement
of interest should be mailed to the Commander, Atlantic Division, Naval
Facilities Engineering Command, 1510 Gilbert Street, Norfolk, Virginia
