Army is soliciting commercial contractors for the construction and
testing of eight (8) commercial, transportable, containerized, three
(3) man, diving recompression chambers permanently installed inside
fully enclosed 8ft x 8ft x 20ft ISO containers. The recompression
chambers shall be fully operational 60" diameter, double lock, 100
psig, aluminum or steel construction and shall include, but not be
limited to the following: operational control panel compatible with a
5,000 psi and 300 psi air supply system, adjustable lighting, primary
and secondary communication systems, environmental control system, CO2
scrubber system, O2 Bibs, O2 analyzer, CO2 analyzer,
fire-extinguishers, air supply and air exhaust system with flow meter,
oxygen breathing supply and exhaust system and chamber temperature
monitor. No medical lock is required. The recompression chambers shall
be constructed in accordance with ASME / PVHO-1, Safety Standards for
Pressure Vessels for Human Occupancy and requirements as stated in
Description for Purchase, DFP-386, dated 10 August, 1999, and all
standards and specifications referenced therein. The recompression
chambers are to be permanently installed inside fully enclosed,
insulated, environmentally controlled, 8ft x 8ft x 20ft ISO containers.
The containers shall contain the recompression chamber and all
necessary support equipment to make the recompression chamber fully
operational. The support equipment shall include, but not be limited
to, the following: interior container lighting, primary and secondary
O2 supply and distribution system, spare parts and tool storage
cabinet/combination workbench and desktop, environmental control system
for the container, (separate from the recompression chamber
environmental control system), shelter power cable, patient transfer
slide, CO2 absorbent, fire retardant bedding, medical first aid kits,
stainless steel bucket, hearing protection, sectional grounding rod,
emergency lighting system for shelter, and camouflage cover system. The
complete system shall have a shipping weight of less than 12,000lbs.
The contractor shall also provide vendor supplied documentation and
technical manuals. FOB is Destination. Estimated issue date is 10 Nov
99. This solicitation will be issued electronically in accordance with
FAR 4.501, 5.102(a)(7) and 14.205-1(c) therefore hardcopies will not

This solicitation will be issued electronically as will any amendments
thereto. Because of this, the Government is under no obligation and is
in fact unable to maintain a bidders mailing list. It is therefore
incumbent upon any interested parties to periodically access the above
internet address in order to obtain any amendments which may be
issued. Failure to obtain any said amendments and to respond to them
prior to the date and time set for bid opening/receipt of proposals may
render your bid or proposal nonresponsive and result in the rejection
