the Navy, (703) 602-0201 The Schenectady Naval Reactors office, in
conjunction with the Naval Sea Systems Command, is seeking offers for
management and operation of the Knolls Atomic Power Laboratory (KAPL),
Schenectady, New York, and performance of design, development,
improvement, maintenance and training for operation of naval nuclear
propulsion plants. KAPL consists of approximately 2600 employees who
perform design and development work for the Naval Nuclear Propulsion
Program at KAPL Knolls and Kesselring sites. The Department of Energy
and the Department of the Navy plan to issue a joint solicitation that
will result in award of two contracts to a single offeror -- a
Department of Energy contract for management and operation of the
laboratory, and a Department of the Navy contract for design,
development, improvement, maintenance and training for operation of
naval nuclear propulsion plants. Interested parties must meet the
following minimum requirements: (1) agreement to offer employment to
all current (at the time of contract award) Laboratory personnel at
base salary/pay rates with benefits comparable to that which they are
receiving under the current contract; (2) strict compliance with
Federal Acquisition Regulation, Department of Energy Acquisition
Regulation, and Department of Defense Federal Acquisition Regulation
provisions of the RFP; and (3) submittal of a proposal for both DOE and
NAVSEA contracts. Additionally, the contractor must be able to obtain
a DOE or equivalent U.S. Government agency facility clearance and
strictly comply with organizational conflict of interest provisions of
the RFP which are governed by the policies and procedures in Subpart
9.5 (Organizational and Consultant Conflicts of Interest) of the
Federal Acquisition Regulation. The successful offeror will be required
to establish a separate legal business entity, namely, a wholly-owned
incorporated subsidiary to perform the two contracts to be awarded
hereunder at the KAPL facilities for the Naval Nuclear Propulsion
program, in which the offeror as the parent company shall, during the
term of the contract, own all outstanding shares. The period of
performance of the contracts resulting from this solicitation will be
from October 1, 2000 or date of award if later, through September 30,
2005. Each will contain an option for an additional five-year period of
performance. A specific release date for the RFP has not yet been
established. However, it is currently planned for release in October
