The NPOESS Integrated Program Office (IPO) contemplates award, on the basis of other than full and open competition, the addition of NASA's scientific requirements to the design and development of the Visible/Infrared Imager/Radiometer Suite (VIIRS). This action is expected to be a new work supplemental agreement to the two existing Phase I contracts for the preliminary design and development of the VIIRS instrument, F04701-97-C-0028 with Raytheon Santa Barbara Remote Sensing (SBRS) and F04701-97-C-0029 with ITT Aerospace/Communications Division (ITT A/CD). The estimated dollar value for the proposed acquisition is not to exceed $5 million through Preliminary Design Review (PDR). The contract type will be Cost-Plus-Fixed-Fee (CPFF), with a period of performance anticipated to be 15 October 1999 through 30 September 2000. New offerors who wish to express interest in the contemplated acquisition should submit a Statement of Capability (SOC). Non-incumbent offerors must demonstrate that they possess or are able to obtain, by the time of award, the ability to meet the following new technical requirements, in addition to meeting the requirements already stated in the current Phase I VIIRS contracts: a) improved horizontal cell size for multiple Environmental Data Record (EDR) products, b) improved measurement uncertainty for multiple EDR's, c) develop a Fire Product EDR for detection and mapping of terrestrial fires, d) develop for Precipitable Water EDR for VIIRS for high resolution retrievals, e) meet defined geolocation and band-to-band pixel registration requirements, f) meet specific calibration, stability, and polarization requirements, and g) meet specific stray light rejection requirements. Notification of interest and SOC must be received from any new offerors within fifteen (15) days of the publication of this announcement. The SOC shall be limited to ten (10) pages, and should include the contract number, name, address and telephone number of the Contracting Officer and technical point of contact for contracts in which similar work was performed.
