pdavis@hoffman-issaa2.army.mil. The US Army Project Manager for Mines,
Countermine and Demolitions, Countermine Division, has received
approval from the Department of Defense to initiate the Foreign
Comparative Test Program for the Mine Protected Clearance Vehicle
(MPCV) in Fiscal Year 2000. The two candidate systems are the CASSPIR
MKII Vehicle, refurbished by MECHEM in South Africa and sold by LNY
Inc. and the LION II developed by MECHEM in South Africa and sold by
Technical Solutions Group. The candidates are non-developmental (in
production or fielded) vehicle platforms with landmine neutralization
capability designed to operate in an Anti-Tank and Anti-Personnel
Landmine environment. These platforms must provide the highest level of
protection for crew and passengers (operator, commander, and up to 6
additional personnel) survivability against an AT Landmine encounters
equivalent to 30 pounds TNT. System must have ballistic protection
equal to or greater than 7.62 NATO Ball. The mine neutralization
portion of this system will beused to discriminate between real and
falsely marked mine locations and must be able to remove or destroy all
marked mines. The operator-controlled neutralizer will also be able to
place an explosive charge onto a mine as an alternative approach for
eliminating the mine threat. Platform and neutralizer must be field
repairable within 4 hours after each AT Landmine encounter. System
should have additional space for typical soldier equipment, command and
control stations for tele-operation of the Ground Standoff Mine
Detection System, and storage of mine clearing mission equipment. In
addition, the offeror will be required to provide support for
Government testing in the Oct 2000 -- Mar 2001 timeframe. The resulting
contract will also include options for delivery and setup of vehicle,
engineering test support, refurbishment and repairs as required, spare
parts, new equipment training, automatic transmission, and completely
integrated mine clearance capability. The statutory authority for
other than full andopen competition is 10 USC 2304 (c)(1), "Only One
Responsible Source and no Other Supplies or Services will Satisfy
Agency Requirements". However, all responsible sources that can provide
supporting data to demonstrate they can provide a non-developmental (in
production or fielded) vehicle platform with landmine neutralization
capability which can successfully meet the above requirements may
submit a quote to be considered by the agency. Technology suitable for
testing by September 2000 will receive consideration. Responses should
be no longer than ten (10) pages. The resultant contract will be firm
fixed price. Responses are to be received via email within 45 calendar
days of the date of this notice. All requests for further information
