jwarren3@email.usps.gov. The US Postal Service is seeking general
engineering services for the preparation of drawings, specifications,
cost estimates and construction administration required for small
repair and alteration projects for the Processing & Distribution
Centers/Facilities in the states of Maine and New Hampshire. The
contract will be subject to negotiation of individual work orders. In
each instance, $100,000 has been established as the work order limit
per individual project; $500,000 has been established as the total
amount of work ordered per 12 month period. The contract will be for
two years with three 1-year renewal options which can bring the
duration of the contract to five years. The total amount of work for
the duration (5 years) of the contract may not exceed $2,500,000. There
is no guaranteed minimum. The average work order is estimated between
$1,500 and $10,000. The USPS reserves the right to select more than one
firm. Firms which possess the qualifications to perform the services
described aboveare invited to submit a completed SF255,
"Architect-Engineer and Related Services Questionnaire", and a
completed SF254 "Architect-Engineer and Related Services Questionnaire
for Specific Project" to the above office no later than Thursday,
October 28, 1999. Selection criteria will be conducted with the
combined use of SF254 and SF255. Interested firms with more than one
office should indicate on their SF254 and SF255 the staffing
composition of the office in which the work will be performed. Firms
will be evaluated on its ability to provide Mechanical, Structural,
Electrical design disciplines and technical support with available
architectural and civil disciplines as needed. Firms (with the use of
their consultants) must have on their staffing the following registered
disciplines, all who must be licensed in the state of Maine and New
Hampshire: Architect, Mechanical Engineer, Electrical Engineer.
Considerations will be given to interested firms according to the
following order of preference: 1) Local, being within the state of
Maine or New Hampshire; 3) All others. Architectural/Engineering firms
will be considered as local only if their sole office is in the
geographical area or they have a local branch office and all the
architectural design, coordination and management of the project will
be accomplished in that office. It is prohibited to pay any fee,
commission, percentage or brokerage fee to any person or firm
contingent upon, or resulting from award of a contract. Offerors are
