synopsis/solicitation for commercial items prepared in accordance with
the format in FAR Subpart 12.6, as supplemented with additional
information included in this notice. This announcement constitutes the
only solicitation; proposals are being requested and a written
solicitation will not be issued. The closing date and time for receipt
of proposals is noon, local time, October 13, 1999 to Security Service
Bid c/o Peace Corps, Attn: Peter Benson, Admin Officer, 1A Holborn
Road, Kingston, 10, Jamaica, 1-876-929-0495. The SIC Code is 7381 and
the small business size standard is $9 million. This solicitation is
issued as a Request for Proposals (RFP). Peace Corps (PC) intends to
award a firm, fixed unit priced type contract for one year with an
option to extend for three additional one-year periods. The period of
performance is to begin on November 1, 1999 at 0001 hours. The
Contractor shall provide security guard services to PC, which maintains
an office at the above address in Jamaica, West Indies, hereafter
called, the "Office". The Office has approximately 25 staff and
facilitates the work of approximately 100 Volunteers (PCVs) throughout
the island. The security service plays a critical role during hours by
its presence and responsibilities in the office which include the
following: ensuring communication between PCVs and staff, especially in
emergency situations; staffing of a safe haven 24 hours a day, seven
days a week; providing security to PC vehicles, property, staff and
other persons on authorized business at the Office. The Contractor
shall furnish managerial, administrative and direct hire personnel to
accomplish all work as required under the contract including: provision
of senior supervisory level staff who make multiple and daily visits to
the Office during all shifts; a suitable working radio network for
facilitating communication between the Office and the Contractor's
office; a Rapid Armed Response team that will be called upon to assist
the Contractor's Officer at theOffice in the event of any need; and an
on-going training program. It is a requirement that this security
service is part of a larger Jamaican-based service and brings with it
a proven track record of professional competency in the security field.
The Contractor through its Officer shall report any loss or damage to
the building or property to the PC Administrative Officer (AO); assist
with incoming deliveries and telephone messages during peak business
hours; communicate with appropriate PC staff and Contractor's office in
the event of an emergency and take follow up action as needed; maintain
a daily log in a ledger kept in the PC office; other duties as assigned
by the AO, or designee. Contractor's Personnel Qualifications. The
Contractor shall warrant that they will: assign only trained and
qualified direct- hire personnel to perform the contracted services,
including supervisory positions; grant PC right of prior approval of
any employee assigned to perform services under the contract; reassign
any individual found to be unsatisfactory to the PC, for any reason.
The Contractor shall ensure that their staff meet the following
requirements: Education: All employees must be able to speak, read,
understand and write a minimum of secondary level English. Higher
standards of education are expected of supervisory and liaison
personnel. Health: All employees must be well-proportioned in height
and weight and in good general health, without physical defects or
abnormalities, which otherwise would interfere with the performance of
their duties. They shall be free of communicable disease. They shall
possess binocular vision, correctable to 20/30 and shall not be colour
blind. Physical fitness shall be evidenced by a certification from a
licensed physician, based on a physical examination conducted prior to
the employee's assignment of duty and annually thereafter. Costs of
this certification shall be borne by the Contractor. Alertness: No
employee of the Contractor shall work a tour of duty more than 12
continuous hours, and shall have a minimum of 12 hours off duty between
tours, except in emergency situations. Training: Prior to assigning an
employee under this contract, the Contractor shall, at their expense,
have the employee satisfactorily complete a Basic Training Program.
Training topics expected to be included are: Orientation; Local Law and
the power of Arrest; Terrorism and Criminality; Mission Emergency
Plans; Communications Systems and Use; General Order and Post Orders;
Maintenance of Post Logs and Preparation of Incident Reports; Use of
Personal Equipment; Observation Techniques; First-Aid Training;
Firearms Training and Qualification (a rating of at least 70%
accuracy). Security Check: Employees assigned to PC are required to
have a security check made prior being assigned. The security check
will include a police check of criminal and/or subversive activities,
including fingerprinting, and a check of the personal residence. All
such investigations shall be provided in written summary form for PC's
approvalor disapproval. Standards of Conduct: The Contractor shall
maintain exceptional standards of employee competency, conduct,
cleanliness, appearance and integrity and shall be responsible for
taking such disciplinary action with respect to the employees as may be
necessary. The Contractor shall be expected to have in place their own
"Policies and Procedures" for personnel actions, including discipline.
The Contractor is responsible for the provision of all: uniforms,
shoes, personal equipment (e.g., baton, handcuffs, weapon -- .357
magnum -- and ammunition, as required), radio, heavy-duty flashlight
and other logistical, managerial and administrative support. The
Contractor, at no additional cost to PC, and according to local laws,
will be responsible for obtaining, all permits and licenses, required
for the completion of work by its Officers. The Contractor shall be
responsible for all official bonds required, pay any fees or costs
involved or related to the authorization of equipping of any employee
engaged in providing services under the contract. PC, its agents or
employees, shall not be part of any legal action or obligation
regarding employee salary benefits that may subsequently rise. Where
local law requires that bonuses, specific minimum wage levels, premium
pay for holidays, payments for social security, pensions, sick or
health benefits, child care, taxes, redundancy or any other benefit,
the Contractor is wholly responsible for such payments and must include
them in their bid price. The Contractor shall assume absolute
responsibility for any and all personal injuries or death and/or
property damage or losses suffered due to negligence of the
Contractor's personnel in the performance of the services required
under the contract or any cause arising from accidental, careless or
irresponsible act or discharge of firearms assigned to the Contractor's
personnel. The Contractor's assumption of absolute liability is
independent of any insurance policies. The Contractor is responsible to
procure and maintain during the entire period of the contract, adequate
insurance coverage as required by Jamaican law. After the successful
and satisfactory performance of service the Contractor will present a
monthly invoice to PC in Jamaican dollars. The invoice will be
presented the first week of each month for the preceding month. Payment
will be made by cheque. The Contractor must be alerted and ready to
accept the fact that payment procedures for cheques can take up to four
weeks to be finalized. An expatriate presence is not a requirement of
this contract. In submitting bids, PC requests that Offerors roll up
all costs -- guard salary, benefits, maintenance, insurance, overhead,
etc.- into a single hourly rate, expressed in Jamaican dollars. I.e.,
calculate the cost for a year: one Officer on duty 24 hours per day X
365 days = 8,760 hours, plus Jamaican public holidays. This will be
considered as the Offeror's quote for a firm fixed unit-price contract.
Offerors shall include in the bid: a proposal for how their company
would hire train, supervise the Officers: manage the overall
implementation of the actions set forth in this document; provide PC
with a list of companies/contacts, addresses, and telephone numbers
that currently utilize the Offeror's services in Jamaica. This
solicitation document and following incorporated provisions and clauses
are those in effect through Federal Acquisition Circular 97-13:
52.212-1 Instructions to Offerors-Commercial Items. Offerors shall
submit their bid in a sealed envelope. 52.212-2 Evaluation-Commercial
Items, para(a) is filled in as follows: "The Government will award a
contract resulting from this solicitation to the responsible Offeror
whose offer conforming to the solicitation will be most advantageous to
the Government, price, and other factors considered. The following
factors, listed in descending order of importance, shall be used to
evaluate offers: 1) Demonstrated Responsiveness to Requirements of this
Solicitation; 2) Prior Relevant Experience/Performance ; 3)
