FISC Norfolk Detachment Philadelphia intends to acquire on a 100% small business set-aside basis, services of a Marketing/Media Specialist to families and commands served at the Naval Training Center (NTC) Great Lakes, IL. This procurement is being conducted as a commercial items acquisition in accordance with FAR Part 12, using Subpart 13.5 test program procedures. The contractor will be required to provide comprehensive Family Service Center (FSC) marketing/media services. The contractor shall initiate, coordinate, compose, edit and proofread the following: an FSC newsletter at least every other month; a weekly entry into the Plan of the Week; an annual FSC brochure; a monthly updated cable TV teleprompter rolling marketing piece; two professionally scripted marketing video presentations; and all NTC base command bulletin boards for maximum advertisement. A firm fixed price purchase order is anticipated with a base period of performance commencing on 01 November 1999, or date of award, whichever is later and ending on 30 September 2000. The purchase order will include three (3) one-year option provisions. The Request for Quotation (RFQ) may require the submission of cost/price and past performance information. The applicable Standard Industrial Code for this acquisition is 8742; size standard $5M.
