Marine Corps System Command (MARCORSYSCOM), Director Program Analysis
and Evaluation (PAE), has an immediate requirement for comprehensive
and analytical services supporting the development of broad and
integrated business and acquisition strategies. This requirement covers
the full range of Marine Corps ground weapons systems and equipment but
with a particular focus on command, control, communications, computers,
surveillance and reconnaissance (C4ISR) systems. Potential vendors
should possess a demonstrated history of providing in depth
technical/cost risk assessments; of defining business strategies; of
tracking and forecasting trends within industry sectors; of conducting
formal surveys; of accomplishing cost-benefit analysis; of cost,
schedule and performance trade-off analyses; and of presenting these
findings in the form of reports and executive-level briefings.
Imperative to this requirement shall be the demonstrated ability to
apply quantitative analysis, to employ operations research techniques,
to produce financial/cost analysis reports, and to apply modeling and
simulation to support strategy recommendations. Firms capable of
accomplishing the required services, in whole or in part, are invited
to submit an affirmative response to this notice. Firms should include
literature, supplemental brochures, General Services Administration
(GSA) schedules, and other matter directly addressing their ability to
