DSCR SIMPLIFIED SOLICITATIONS CONVERTING TO WEB-BASED DISTRIBUTION 11/1/99 DEFENSE SUPPLY CENTER RICHMOND (DSCR) GOING PAPER FREE STARTING 11/1/1999. To fulfill the requirements of the Paperwork Reduction Act of 1995 and Deputy Secretary of Defense Management Reform Memorandum #2, DSCR will stop mailing hard copies of the majority of simplified solicitations with a "Q" in the ninth position of the solicitation number effective November 1, 1999. Requests for Quotation (SF18) will be available from the DLA Procurement Gateway at http://progate.daps.mil (or http://12.3.216.20) and from the DoD Business Opportunites Webpage at http://www.dodbusopps.com/ as a .pdf document. To access the Gateway and the DoD Business Opportunities site, you will need an internet service provider. Contractors who would have received a hard copy RFQ in the past will now receive an e-mail notice that a solicitation has been issued, IF an e-mail address was included in your Central Contract Registration (CCR) or you have provided an e-mail address via the DSCR Award/Solicitation E-mail Registration. (NOTE: If you are currently receiving e-mail notification of award, you will receive e-mail solicitation notices whenever your company is solicited for a "Q" numbered RFQ. If you are not registered for e-mail, you should provide an e-mail address directly to DSCR via the internet -- http://www.dscr.dla.mil/proc/register.htm.) Pursuant to FAR 5.202(a)(13), DSCR meets the criteria for exception from the synopsis requirement. Therefore, DSCR will no longer synopsize simplified acquisitions between $25,000 and $100,000 when they are available through the Procurement Gateway.
