PRE-AD: Waldo Lake Toilet Buildings. This is advance notification of a
proposed procurement action for the Waldo Lake Toilet Buildings. This
will allow prospective offers the opportunity to conduct a site visit
while weather permits. It is estimated that the proposed procurement
action will be advertised approximately March of 2000. The project
consists of construction of three (3) composting toilet buildings, each
with photovoltaic systems, and one (1) vault toilet building. One
composting toilet building housing four (4) digester units located at
Shadow Bay Campground, and two buildings each housing three (3)
digester units are located at North Waldo Campground. The vault toilet
building is located at the boat ramp at the Islet Campground boat
ramp. BUILDING DESIGN Each composting building shall be constructed of
2x6 wood construction, with 3/4" T-11 siding over 1/2" CDX plywood.
All exterior walls shall be insulated with R-21 insulation, and R-38
within the ceiling. The roof shall be constructed of performed metal
roofing material with photovoltaic (solar) panels incorporated as noted
at each building location. All toilet stalls shall meet ADA
requirements for accessibility. Each building shall have a concrete
basement housing "Phoenix" PF-201 digester units. Building No. 1,
located at the Shadow Bay Campground, Site No. 11, shall four (4)
digester units; Building No. 2 and No. 3, located at North Waldo
Campground, Site No. 1 and No. 4 respectively, shall each house 3
digester units. Building No. 4, located at Islet Campground shall be a
prefabricated, single vault toilet unit. SITE DESCRIPTION Building No.
1 located at Shadow Bay Campground, site No. 11: Building No. 1 shall
be a four (4) unit building located adjacent to existing toilet
facility. Solar exposure is good at this location, however 2 large
trees will be required to be removed to increase solar exposure. This
site also provides good topographic relief in order to incorporate the
basement foundation structure. Building No. 2 located at North Waldo
Campground, Site No. 1: Building No. 2 shall be a three (3) unit
building located adjacent to the existing toilet facility. Solar
exposure is good at this location, however 4 large trees will be
required to be removes to increase solar exposure. This site has
exposed rock which characterizes the type of excavation which will be
encountered. Overall, the site provides good topographic relief in
order to incorporate the basement foundation structure. Building No. 3
located at North Waldo Campground, Site No. 4: Building No. 3 Shall be
a three (3) unit building located adjacent to the existing toilet
facility. Solar exposure is good at this location, however up to 5-7
medium to large sized trees will be required to be removed to increase
solar exposure. Furthermore, the building should be oriented to the
south to increase solar exposure. This site provides fair topographic
relief and will require the building to elevated 2-3 feet above grade
in order to incorporate the basement foundation structure. Building No.
4 located at Islet Campground, Site No. 8: Building No. 1 shall be a
three (3) unit building located near the lake within the boat ramp
parking island. Several medium to large trees shall remain. This site
also provides a relatively flat topography ideal for the location and
installation of vault toilet. PHOTOVOLTAIC SYSTEM Each Building
(excluding the vault building) shall incorporate a photovoltaic system
capable of providing power to run a series of exhaust fans, pumps,
light fixtures, and the "Phoenix" monitor and Controller. LIQUID
STORAGE Each building (excluding the vault building) shall incorporate
a liquid storage tank located within the basement or adjacent to the
foundation. The tank shall be sized to accommodate excess liquid
overflow from multiple digester units at each building . Project is
located on the Middle Fork Ranger District, Lane County, Oregon.
Government's estimate is between $250,000 and $500,000. This contract
is NOT set-aside for small business pursuant to Public Law 100-656,
