As prescribed in FAR Part 15, this solicitation is being issued as a
draft RFP for industry comment. The government does not intend to award
a contract on the basis of this solicitation or to otherwise pay for
the information solicited except as an allowable cost under other
contracts as provided in subsection 31.205.18, Bid and Proposal Costs
of the Federal Acquisition Regulation. This solicitation is issued for
the purpose of giving prospective contractors preliminary notice of
the upcoming construction project and an opportunity to review a major
portion of the plans and specifications at the 90 percent design
stage. Any comments, suggestions, and/or questions concerning the
documents will be welcomed. Responses to individual comments,
suggestions, and/or questions will not be supplied by the Government.
However, all items received by the Government will be given
consideration and if deemed appropriate, will be incorporated into the
final documents. Comments, suggestions, and/or questions should be

project will be awarded as a fixed price-plus award fee contract
following the evaluation of proposals, as part of a "best value
procurement process". Proposals will be closely evaluated regarding the
contractor's (and major subcontractors) experience and qualifications,
technical approach, and understanding of the essential sequencing of
work, schedule milestones, and overall project requirements. The
estimated value of the proposed procurement is between $25,000,000 and
$50,000,0000. Estimated completion time is 900 calendar days. The
project will consist of the rehabilitation of 13 flood control pumping
stations along the Wyoming Valley Flood Protection System in the
vicinity of Wilkes-Barre, Luzerne County, Pennsylvania. Station
capacities range from 15,000 GPM to 270,000 GPM. The work includes the
replacement of electrical switchgear in each station; rehabilitation
orreplacement of existing pumps, ranging in size from15,000 GPM to
70,000 GPM (42 pumps total); rehabilitation of pump motors, replacement
of overhead and underground electrical distribution systems; structural
remediation of pump station walls; sluice and flap gate replacements;
a new SCADA system for remote monitoring and operation of the stations;
stoplog structures at both approaches of a 5-lane bridge; levee tie-in
walls; building power system replacement; and other miscellaneous
repairs. Note that all of the design work is not complete as of this
solicitation. Not included in this solicitation are plans for the
structural modifications of some of the pump stations and plans for the
replacement of a number of the sluice and flap gates. These plans will
be supplied when the project is officially advertised for bids. The
plans as contained in this solicitation are estimated to be
approximately 90 percent of the construction package. SUBCONTRACTING
PLAN REQUIREMENTS: As part of the technical proposal required, each
large business offeror must submit an acceptable subcontracting plan
that will be evaluated. A minimum of 25% of the total planned
subcontracting dollars shall be placed with small business concerns. At
least 5% of the total planned subcontracting dollars shall be placed
with small disadvantaged business concerns, to include Historically
Black Colleges and Universities/Minority Institutions, a minimum of 3%
with women owned small businessess and a minimum of 1.5% with Hubzone
small business concerns. This procurement is unrestricted and will be
issued on CD-ROM. There will be no charge for the plans and
