synopsis is not to be construed as a commitment by the government to
issue a request for proposal or award a contract as a result of this
request. The Information Operations Systems Program Office is seeking
qualified contractors to design, develop, integrate, test and field the
broadcast segment of the Integrated Broadcast Service (IBS). The IBS
will use information management technology to integrate and correlate
intelligence broadcast information. This is a Joint interest program
focused on the dissemination of near real-time intelligence information
from sensor to shooter. IBS will incorporate the best features of
several of our "legacy" intelligence broadcast systems including:
Tactical Information Broadcast Service (TIBS), Tactical Related
Applications Data Dissemination System (TDDS), Near Real Time Data
(NRTD), Tactical Related Intelligence eXchange System (TRIXS). The
Government requests interested offerors submit a statement of their
qualifications with respect to the key features discussed above and the
screening criteria below to ESC/SRK, 11 Barksdale Street, Hanscom AFB,
MA 01731-1634, ATTN: Ms. Kathleen Munroe. Sources should indicate the
offeror's intent to be a prime contractor. Sources interested in being
a prime contractor shall respond by indicating their ability to meet
the following screening criteria: 1) Personnel, facilities, and storage
with TS/SCI/B clearances; 2) Past experience in designing and building
hardware and software for information management; 3) Past experience
in designing and building hardware and software for intelligence data
handling systems, 4) Experience in integrating COTS hardware and
software; 5) Specific knowledge of existing intelligence broadcasts; 6)
Knowledge of DoD C3I architecture activities. 7) Development and
accreditation of multiple security level systems. Interested offerors
who respond with their intention to be a prime contractor will be
evaluated against the above screening criteria. Those not meeting the
screeningcriteria will be invited to discuss with the Government their
ability to meet the requirements of a prime contractor. In accordance
with FAR 6.302-6, foreign participation on this contract is not
authorized. Responses must be received no later than 28 Oct 1999, and
should not exceed ten one-sided (10) pages. All proprietary information
should be marked as such. This synopsis is for planning purposes only
and does not constitute an IFB or an RFP, nor does its issuance
restrict the Government as to the ultimate acquisition approach. The
information you provide will be evaluated to identify qualified
potential offerors. The Government does not intend to award a contract
solely on the basis of this notice, or to otherwise pay for the
information solicited. The Government will solicit those firms meeting
the screening criteria in this synopsis. Any potential offeror
initially judged unqualified will be provided a copy of any resulting
solicitation, if issued, upon their request and the offer from that
firm will be evaluated without prejudice. Additional program

been appointed to hear concerns from offerors or potential offerors
during proposal development. You should only contact the Ombudsman with
issues or problems you cannot satisfactorily resolve with the program
manager and/or contracting officer. The Ombudsman role is to hear
concerns, issues, and recommendations and communicate these to the
appropriate government personnel. The Ombudsman will maintain strict
