E-MAIL: Maria D. Hutcheson, maria.d.furr.1@gsfc.nasa.gov. NASA/GSFC plans to issue a Request for Quotation (RFQ) for four (4) 13 AH Batteries and twenty-five (25) 13 AH Cells. This procurement is being conducted under the Simplified Acquisition Procedures (SAP). NASA/GSFC intends to purchase the items from Yardney Technical Products. Yardney Technical Products is capable of producing a silver-zinc manually-activated battery with a primary type containing nineteen cells connected in series having a minimum capacity (see A) of 13.0 ampere-hour (A-H). The silver plate shall include sinter weight and oxygen pickup after formation. The zinc plate shall include weight ratio of zinc to zinc oxide and amount of amalgamation. Battery cells to include lots of 23 cells (-1) of which 19 cells are used on the battery, 2 sample cells are delivered with each battery for preactivation tests, and remaining sample cell to be activated and tested for production lot acceptance for battery delivery. (A) Minimum capacity: capable of supplying any constant and switched load currents within the limits for at least 13 ampere-hours, following activate stand times for internal temperatures between 4.4 degrees C and 37.8 degrees C at start of discharge. The Government intends to acquire a commercial item using FAR Part 12. Interested firms have 15 days from the publication of this synopsis to submit in writing to the identified point of contact, their qualifications/capabilities. Qualifications/capabilities statement must demonstrate how each specification will be met. Such qualifications/capabilities will be used solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. Responses received after the 15 days or without the required information will be considered nonresponsive to the synopsis and will not be considered. A determination by the Government to not compete this proposed effort on a full and open competitive basis, based upon responses to this notice is solely within the discretion of the Government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
