States Marine Corps, Marine Corps Systems Command (MARCORSYSCOM), has
a requirement for Combat Vehicle Appended Trainers (CVAT). CVAT will be
a family of high fidelity, deployable, precision gunnery networked
training systems that will append to the actual operational weapons
platforms of the Abrams Main Battle Tank (M1A1) and Light Armored
Vehicle (LAV-25). The CVAT systems will emphasize individual,
collective, joint training objectives, and cross training in gunnery,
mission tactics and crew communication and coordination across the
skill level spectrum: familiarization, proficiency, and sustainment.
The CVAT systems will have three modes of operations. The first mode of
operation will be a single vehicle configuration emphasizing training
at each crew position and full crew communication and coordination. The
second mode of operation will be a platoon/section configuration
emphasizing tactical training techniques. The third mode of operation
will be an interoperable configuration emphasizing mission training in
a combined arms environment with other training systems such as the
U.S. Army's Combined Arms Tactical Trainers (CATT). The CVAT systems
must be High Level Architecture (HLA) compliant. A total of
approximately 78 CVAT systems are planned for production (36 M1A1 and
42 LAV-25). It is anticipated that Oct 1999 a draft RFP for the CVAT
procurement will be issued and an industry conference will be held
subsequent to that for the purpose of answering questions and detailing
the CVAT acquisition strategy and program objectives. Contract award is
projected for 2d QTR FY00. The acquisition strategy for the CVAT
program has not yet been approved and, as such, contract type and
competitive restrictions (i.e. determination of Small Business
Set-Aside) are still pending. All future information relative to this
procurement, including draft documentation; information pertaining to
the industry conference; and release of the Formal RFP document (file
download MS Word), will be made available to industry through the
MARCORSYSCOM website:
