Research Office announces the Broad Agency Announcement (BAA) for the
FY 2000 Department of Defense Infrastructure Support Program for
Historically Black Colleges and Universities and Minority Institutions
(HBCU/MI). This program is offered by the Army Research Office (ARO)
and the Air Force Office of Scientific Research (AFOSR) on behalf of
the Deputy Under Secretary of Defense for Science and Technology. The
program will provide grants for education instrumentation and for
research. Both ARO and AFOSR will make instrumentation awards, but only
AFOSR will make research awards. Instrumentation grant awards in the
range of $20,000 to $200,000 (total cost to DoD) will be made
competitively for the acquisition of science and technology
instrumentation for educational use. Emphasis is on instrumentation or
equipment which will enhance the ability of HBCU/MI to increase the
quality of education and the number of graduates, including
underrepresented minority graduates, in the fields of science,
engineering, and/or mathematics. Institutions submitting proposals must
have an accredited, degree-granting program in science, engineering, or
mathematics. Instrumentation proposals are restricted to one per
institution. Research proposals are solicited by AFOSR in three areas:
Non-Destructive Evaluation on Wide-Area Inspection of Aging Aircraft
Structures; Fundamental Studies of Frequency Agile Microwave
Components; and Polymer Matrix Composite Technology for Space
Applications. Research proposals in the range of $50,000 to $200,000
per year for a period up to three years will be considered. Total cost
to DoD over the three-year period will not exceed $600,000. Only
institutions with graduate programs in the sciences should apply to
this section of the BAA. Approximately $3.3 million FY 2000 funds are
expected to be available for awards under this competition. The BAA
contains additional information on the program as well as instructions
for proposal preparation and submission. Proposals are due no later
than 4:00 p.m. local time, December 1, 1999. The BAA is available on
