Environmental Protection Agency (EPA) anticipates awarding a
requirements type contract for architect and engineering (A-E) services
in the states of North Carolina, Georgia, Florida, Alabama and
Mississippi as may be required from time to time and as specified in
written delivery orders issued by the Government. A-E services which
may be required under any resulting contract include preliminary
studies and design, architectural and engineering studies and reports,
including subsurface soil investigation; revisions to architectural
and engineering drawings of facilities to indicate modifications; final
construction design, drawings, and specifications; follow-on services
for construction and renovation projects, such as
inspection-monitoring, and review of shop drawings and submittals; cost
estimating; and design requiring special expertise and knowledge
concerning asbestos removal. Types of projects may include: additions,
alterations and modifications to analytical and research
laboratories,laboratory support space and computer facilities; building
system modifications and utility system upgrades; construction phase
services for ongoing projects; site improvement; and asbestos removal
design projects. Firms will be evaluated according to the following
criteria, which are listed in descending order of importance: A)
Demonstrated expertise and technical competence in performing design
and construction phase A-E services for analytical and research
laboratories, laboratory support facilities and computer facilities; B)
Professional qualifications and experience of proposed key personnel in
all architectural and engineering disciplines; C) Capacity of the firm
to complete delivery orders within a reasonable time period, including
depth of professional staff in the required technical disciplines and
depth of support staff; D) Demonstrated past performance on contracts
of similar size and nature with performace schedules; and E) Location
in the general geographical area of the project,i.e., within the states
mentioned. For projects identified for consideration in connection with
criterion (D) above (past performance), include brief description of
the project, performance period of the project, dollar value of the
project, and name, phone number and fax number of client's
representative. The basic contract priod shall be one year, with four
(4) one-year option periods. The estimated aggregate value of delivery
orders is $500,000.00 per year. THIS PROCUREMENT IS 100$ SMALL
BUSINESS SET A-SIDE. The standard industrial code is 8712, and the
small-business size standard is average annual receipts for last three
years not exceeding $4.0 million dollars. Firms desiring consideration
shall mail four (4) copies of Standard Form 254 and four (4) copies of
Standard Form 255 for the prime and all team members to the following
