The Internal Revenue Service issues this Request for Information (RFI) for a market research to determine potential sources capable of satisfying the Government's ongoing requirements for voice telecommunications in the Washington, DC metropolitan area at sites served by the existing Dept. of Treasury DTS system. In Dec 1990 Treasury awarded a 10-year DTS contract to Lucent Technologies (then AT&T Network Systems). Under the contract Treasury acquired the DTS network infrastructure, operations services and operations support systems (OSS) necessary to deliver local telecommunications capabilities to the DTS user community. The current DTS network comprises a host Lucent 5ESS Central Office switch (software release 5E12), Optical Remote Modules (ORMs), Remote Integrated Service Line Units (RISLUs), and Lucent analog and digital Integrated Service Digital Network (ISDN) telephone sets. The host switch is located at 30 E St. NW, Washington, DC. The DTS system provides voice telecommunication capabilities to approx 35,000 users at 36 Treasury sites in the Wash DC metro area (including sites in Maryland and Virginia). Sites served by ORMs and RISLUs are connected to the host switch via leased dark fiber and standard copper wiring (i.e., T1). The DTS system is connected to other voice telecommunication networks including the Public Switched Telephone Network (PSTN), the GSA FTS2000/2001 system, the GSA WITS system, wireless networks, and commercial inter exchange carrier networks. DTS also provides video teleconference transport capability via ISDN Primary Rate Interface (PRI) service. DTS operations are managed by the Switch Management and Network Supervision Center (SMNSC). The SMNSC provides services such as (but is not limited to) help desk support, service order provisioning, system and alarm monitoring, and management report generation (e.g., traffic, outage, and capacity reports). The SMNSC is staffed by contractor personnel, with Treasury oversight. DTS users obtain voice mail via the Treasury VoiceMessaging System (VMS). VMS is comprised of a Lucent Intuity voice mail platform what is provisioned, operated, and maintained by Lucent under a separate contract that expires in Dec 2003. The DTS system interfaces to the VMS system, providing voice mail capability to some DTS users. This description represents a baseline profile of the existing infrastructure, however, Treasury is in the process of redeploying an existing (current production) 2nd 5ESS-14 switch to the SMNSC for use in the general network by the end of calendar year 1999. Treasury directs the reader's attention to Appendix A at the end of the RFI, which contains a detailed description of the DTS network infrastructure and operations, and the DTS network diagram on the DTS web page on the IRS Procurement web site at www.procurement.irs.treas.gov. The current DTS contract expires in Dec 2000 and Treasury is investigating alternatives for the acquisition of DTS capabilities beyond that date. Treasury would like to leverage the expertise and creativity of potential service providers and encourage the broadest possible range of industry-generated approaches to the delivery of follow-on DTS capabilities. The overall goals of the follow-on DTS program are to: 1) Leverage Treasury investment in the current DTS network infrastructure, to achieve telecommunication operations costs that are at least as economical or better than the current DTS operations costs and prevailing market costs for similar capabilities and services; 2) streamline the existing model of the DTS program, contract, and telecommunication operations management; and 3) implement the first step in migration to the Treasury Communications Enterprise (TCE) model. Interested sources are required to submit their packages in hard copy (minimum of four (4)) and in electronic format using the MS Office 97 standard software or lower version (3.5" diskette or CD-ROM) to the following address: IRS Director of Procurement, 6009 Oxon Hill Road, Suite 700, Attn: M:P:I:C, Oxon Hill, MD 20745. Interested firms that wish to be added to the potential sources list should provide the information listed in the RFI. This RFI is for information, market research, and planning purposes only. This is not a notice of solicitation and does not constitute a commitment, implied or otherwise, that a procurement action will be issued. The Government does not intend to award a contract on the basis of this RFI or to otherwise pay for this information received in response to this RFI.
