Surface Warfare Center, Dahlgren Division, Coastal Systems Station,
Panama City, Florida, intends to award a sole source, indefinite
delivery, indefinite quantity (IDIQ) contract to Sikorsky Aircraft
Corporation (SAC), Stratford, CT., for engineering services in support
of the modification of the CH-60S Helicopter to incorporate Organic
Airborne Mine Countermeasures (OAMCM) capabilities. The estimated
effort will be a total of approximately 20 man-years per year over a
five year period of performance. The overall purpose of this effort is
to: (1) Modify a YCH-60 Aircraft to support Phase III Tow Testing
which will require electrical, mechanical and hydraulic interfaces; (2)
Develop an Engineering Change Proposal (ECP) to incorporate a Tow
Coupler into the CH-60 Automatic Flight Control System (AFCC); (3)
Develop, Test and Evaluate the Tow Coupler AFCC Mod; (4) Develop an ECP
to retrofit Production Aircraft to incorporate OAMCM provisions; (5)
Develop, Test, Evaluate and Deliver OAMCM Production retrofits, and;
(6) Provide Aircraft Test Pilots, Ground Maintenance Crew, Aircraft
Maintenance and Test Flight Hours to conduct Testing and Evaluations.
This acquisition is not suitable for full and open competition for the
following reasons: SAC is the original equipment manufacturer (OEM) of
the U.S. Navy and U.S. Army H-60 helicopters and is the only source of
these helicopters. As such, only SAC has the expertise, technical
data, equipment and experienced personnel to successfully and safely
modify and flight test the aircraft in a new configuration as well as
develop the production level design changes to retrofit the CH-60
aircraft with the OAMCM capability. Note 22 applies. Posted 09/30/99
