SPARES BUY FOR AN/APR-39A(V)1, 3 RADAR SIGNAL DETECTING SET (RSDS) A workshop is tentatively scheduled for 1 to 5 November 1999, for the preparation of a new IDIQ Best Value solicitation for a spares contract. The workshop is sponsored by The Communications Electronics Command, of Fort Monmouth, New Jersey. The location will be determined based on the number of people/companies that respond to this announcement. It is recommended the personnel from each company will be in the Procurement, Technical, and the Logistics functional areas, and each company shall be limited to three representatives to participate in the workshop. The four topics of discussion are; 1) Acquisition Strategy -- Contract Type (IDIQ); Length (5 to 10 years); Pricing (future units); Warranty; Source Selection Discriminators; T & M for services; and Value Engineering. 2) Performance Specification -- Performance Parameters; Form, Fit and Function; Interchangeability; Statement of Work. 3) Repair Strategy -- 100% Organic Support (TYAD); Contractor Data Rights. 4) Operational & Sustainment Costs -- Maintenance Concept (2 or 3 levels); Spiral Antennas ($/unit); Repair Costs. Any other Industry/Government concerns that fit into the above general categories 1 through 4 will be included in the discussions for resolution prior to the issuance of solicitation documents. All participants should be in attendance for the entire week with the full cost borne by attendee . The Government will not be responsible to pay any company expenses.
