the solicitation. The following information is hereby incorporated into
Solicitation DAHA23-99-Q-0129. The contractor will be responsible for
the set up of the classrooms. The government will provide software. The
versions of oracle to be taught are 7.3, 8, and 8i. The government will
provide on site maintenance. The classes will not be cancelled due to
inclement weather. The contract will not be split up if one vendor
cannot provide all services. The actual number of students will not be
known until the first day of class. The government is asking for
multiple versions of SQL server to be instructed. Thirty (30) days
lead-time will be given for Cisco router and Oracle training and 15
days lead-time for all other training. The government will provide
storage place for materials when training at Ike Skeleton Training
Site, Jefferson City, MO. Instructors are not responsible for making
sure that the attendees meet the course prerequisites. The government
may cancel a course not less than seven days prior to start of course.
If the contractor fails to provide qualified instructors or show up
for scheduled course, the government will make an equitable adjustment
to the contract. The instructor is allowed to bring his/her computer
to connect to network. Successful connection is not guaranteed by the
government. The vendor will provide classroom set up for technical
classes. The contractor will be provided access to the classroom prior
to instruction in coordination with the Contracting Officer
Representative (COR). Total contract dollars placed against all Task
Orders to be issued under the contract shall not exceed $450,000.00.
The guaranteed minimum is $10,000.00. The MS office 97 curriculum must
be Microsoft certified. The vendor will provide lab equipment for
Cisco router training. Various courses listed could have various course
lengths based on various Programs of Instructions. All courses will be
taught as instructor led curriculum. Participants will be at different
levels of knowledge for the curriculum being offered. The government
anticipates a minimum of 6 and a maximum of 16 students per class. The
government will consider a sliding scale price depending on the number
of participants attending a class. The vendor will provide 4500 series,
mc3810, and 3600 series routers for the Cisco router training
indicated. Prices to provide this equipment must be included in the per
student price for the Cisco class. Class descriptions were requested
for: Introduction to Outlook 97, Intermediate Outlook 97, Introduction
to Microsoft Office 97, Intermediate Microsoft Office 97, and Advanced
Microsoft Office 97. The descriptions are as follows: Introduction to
Outlook 97= Navigate Outlook; Send Email; Reply to and delete messages;
manage messages; work with sent mail; use mail features. Use the
calendar views; schedule an appointment; Plan a meeting; schedule
events; change calendar settings; set calendar permissions. Add
contacts; use the contact list; manage contacts; print contact
information, create a custom form. Use the task manager, use outlooks
journal; use outlook notes; create folders and archives; create and
apply categories; use other outlook tools. Intermediate Outlook 97
Advanced mail management; Managing attachments; data management;
customizing outlook. Introduction to Microsoft Office 97 (5 days, 1
each Windows NT, Word, Excel, PowerPoint, Access) Windows covers
Introduction, getting started, using the taskbar, managing files,
working with applications, exchanging information, between windows,
using network resources; Word covers looking at work, using editing
functions, formatting text, examining other formatting techniques,
working with documents, creating documents from templates, printing
documents; Excel covers looking at excel, using formulas and functions,
relocating an reusing data, exploring formula construction, formatting
worksheet appearance, printing worksheets, working with charts, using
help, PowerPoint covers customizing PowerPoint, modifying templates,
creating word art, working with graphics, applying animation, preparing
presentations, touching up text; access covers looking at access,
examining tables, using tables, creating tables, using forms, using
filters, using queries, working with reports, using timesavers.
Intermediate Microsoft Office 97 (5 days, Word, Excel, PowerPoint,
Access) Word 97: Preparing complex documents; Creating headers and
footers; Using formatting techniques; Working with graphics; Creating
tables; Using outline view; Managing databases in word; Using mail
merge. Excel 97: Exploring excel; Building lists; Managing lists; Using
3-d references; Manipulating data; Creating macros; Using timesavers.
Powerpoint97: Customizing Powerpoint; Modifying templates; Creating
word art; Working with graphics; Applying animation; Preparing
presentations; Touching up text. Access 97: Expanding tables; Working
with data; Creating forms; Customizing forms; Using queries; Querying
multiple tables; Working with reports; Enhancing reports. Advanced
Microsoft Office 97 (5 days, Word, Excel, PowerPoint, Access) Word 97:
Using styles and workgroup editing; Sections and graphics; Tables and
Formulas; Macros and templates. Excel 97: Using IF logic; Advanced
data management; User-defined functions; Customizing Excel. Access 97:
Advanced queries; Power table use; Customizing forms; Formatting
reports; Using macros; Control extensions; Power access techniques;
Access Modules. CLIN #0023 is the Travel CLIN for the IDIQ contract
which will computed when requests for proposals are sent to the
contractor using the IDIQ contract if invitational travel orders are
not completed. Travel costs will be submitted in the "SAMPLE" Task
Order. Instruction may occur anywhere in the continental United States.
CLIN #0022 does not have to be completed if travel time for your
instructor is included in your PER STUDENT PRICE. Add the following
course to the solicitation CLIN #0024: Internet Information Server 4.0.
Delete the following from the solicitation- "Cost will be evaluated by
considering the price per student cost times average number of
students projected to attend the class during the performance period."
Add the following to the solicitation- Cost will be evaluated by
evaluating the offerors proposal on the "sample" task order. This
"sample" task order is representative of orders to be placed on the
IDIQ contract (the government is not obligated to issue this ). The
"sample" task order must use the prices the offeror quotes for CLINS
0001 00024 and quote travel costs (in accordance with the Joint Travel
Regulation) and be representative of how the offeror will propose

is located near Austin, Texas. To summarize, proposal submission
requirements are updated as follows: All offerors shall submit one copy
of the following information: (1) Technical proposal (no greater than
8 pages- additional pages will not be considered) addressing ability to
provide qualified instruction on all classes and statement that offeror
will provide certified instruction for all courses, experience
instructing the specific classes, confirmation that all classes are
resident courses, not self-study, ability to provide instructors at the
government site, willingness to accept government provided lodging, and
ability to execute instruction given a 15 day lead time (i.e. execute
class in 15 days from date of award). (2) Cost proposal- (a) Provide a
firm-fixed price-(PER STUDENT PRICE )for CLINS 0001- 0024 (based on a
minimum guaranteed class size of 6 students) and (b) Provide a
firm-fixed price for each CLIN of the "sample" task order (CLINS
0025-0046). The "sample" task order CLINS require a breakdown of cost
for each CLIN by per student price for class and total cost for number
of students in class, travel costs outlining number of individuals
traveling, lodging cost per night and total lodging costs, rental car
and mileage costs, airfare (if applicable and based on a 15 day
purchase lead time) and per diem costs per day and total per diem costs
and a FIRM-FIXED price total for the CLIN. (c) Contractor must provide
a price for each CLIN (except CLIN 0022 if it is not applicable and
CLIN 0023 as it is used when placing task orders on the IDIQ) (3) Past
performance proposal is deleted and not required. (4) Include a
completed copy of the provision at FAR 52.212-3, Offeror Representation
and Certifications. Proposals are due 6 October 1999 at 1300 hours. (5)
