-- Phase IIB, Shoshone County, Idaho and Mineral County, Montana. The
major portion of the project involves completing repair of the 1.8 mile
long St. Paul Pass tunnel and showsheds on the abandoned Milwaukee
Railroad grade. Work items include; cleaning tunnel drainage ditches,
tunnel subgrade work, crushed aggregate running surface, steel
reinforced structural concrete wall and column repairs in tunnel and
snowsheds, concrete curb repair, construction & installation of
structural reinforced wood tunnel entrance doors, treated timber snow
shed repairs, installation of tunnel drainage structures and other
minor work items. The project involves construction of the East Portal
trailhead and includes construction of parking area, construction of
a toilet, 12' Kiosk, treated timber catenary arch, picnic tables,
reconstruction of trailhead access road, crushed aggregate surface
course on access road and trailhead parking area, treated timber
waiting platform, ballard/boulder gates and other incidental work
items. Other project work is located along the 12.8 miles of abandoned
railroad grade from Person to Roland and includes; railroad tie
parking barriers at four trailheads (Person, Adair, Moss Creek and
Roland), regulatory signing, interpretive sign post installation,
crushed aggregate surfacing, landscaping and associated work. The
project is located on the 14.6 miles of abandoned Milwaukee Railroad
grade on the state divide between Idaho and Montana (East Portal in
Montana -- T19N, R32W, S23 and Person Trailhead in Idaho -- T47N, R06E,
S08). Access to the project is by taking I-90 east from Coeur d'Alene,
Idaho. Proceed over Lookout Pass on I-90 into Montana. Take the Taft
Exit located approximately 4 miles west of Saltese, Montana. Proceed
southwest on Forest Route No. 506 approximately 2 miles to the East
Portal. A pre-solicitation meeting is scheduled for October 22, 1999 at
10:00 A.M. (Montana Time) meeting at the junction of Forest Road 506
and Interstate 90 exit at Taft, near theMontana Department of
Transportation maintenance facility and sand pile. Prospective bidders
shall provide their own transportation (4X4 may be needed) and lunch.
The tunnel is wet and cold and must be walked on foot, so bring rubber
boots (water 6" deep in places), warm cloths and a strong flash light.
The 1.7 mile tunnel has locked doors gates at both ends. We will walk
the entire tunnel if prospective bidders are interested. This will be
the only opportunity to view the interior of the tunnel. Prospective
contractors are strongly urged to attend the pre-solicitation meeting.
Failure to attend will place contractors at a decided disadvantage
when drafting their technical proposals. This project will be
advertised sometime in late February, 2000 with award by April 1, 2000.
Due to winter conditions, there will not be any access to view the
project during the solicitation period. The project will be advertised
with a request for proposal (RFP). Proposals will be evaluated based
on the technical approach toperform the work, quality control plan,
past performance on similar projects, experience of key personnel with
similar work, subcontractors to be used, ability to perform in the
specified contract time, familiarity with project (location & specified
work) and total cost. Approximate start work of April 15, 2000.
Completion of project by September 30, 2000. Price range between
