969-2755 This is a COMBINED SYNOPSIS SOLICITATION for commercial items
prepared in accordance with information in FAR subpart 12.6 as
supplemented with the additional information included in this notice.
This announcement constitutes the only solicitation. PROPOSALS ARE
BEING REQUESTED AND A WRITEN SOLICITATION WILL NOT BE ISSUED.
Solicitation number is RP 1200-00-001 and is issued as a Request for
Proposal (RFP). The proposal should be the standard product literature
including the cost, in accordance with commercial item procedures.
This procurement is unrestricted and is being advertised as full and
open competition. General: There shall be TWO (2) rigid inflatable
vessels approximately 25 feet long by 9 feet wide but not less than
stated with a cuddy cabin shall be built, powered, and delivered to
Glen Canyon National Recreational Area, Page Arizona. Sea trials shall
be at the manufacture facility and all deficiencies shall be completed
prior to delivery. A lay out drawing of the vessel would be useful for
the evaluation process. Hull: The hull shall be a minimum of .250 and
the deck, and the cuddy cabin shall be .125 marine aluminum. The
deadrise shall be 24 degrees with the bow entry of 55 degrees. The hull
shall be self-bailing with non-return scuppers. The hull shall be solid
aluminum sides from the chine to the top of the tube and then bend 90
degrees outward for a 5-inch gunwale full length and a 6-inch gunwale
around the cabin. The bow shall have a towing eye built into it. The
hull shall have a keel (beaching) guard installed. There shall be four
cleats welded on to the gunwale. Two forward and two aft on p/s. The
deck shall have a soft patch over a 100 gallon fuel tank. The tank
shall be secured on rubber gaskets and placed on longitudinal girders
from the transom at the LCG and welded continuously. There shall be a
25-inch outboard bracket for holding two motors welded to the transom
that is an extension of the vessels bottom to the outboard mounting
plate This bracket shall be sealed and buoyant to support the weight of
the two motors. There shall be a welded aluminum protection bar around
the motors. There shall be foam in the hull for noise damping and
damping material installed inside the outboard bracket. Inflatable
Tube: There shall be a full length inflatable "D" shaped tube with air
chambers running from the transom of the port side around the bow and
back along the starboard side to the transom. The tube shall be a
minimum of 22-inches and of 40oz welded polyurethane construction.
There shall be five compartments with four baffles separating them.
There shall be a fill/pressure relief valve for each compartment. The
outside perimeter shall have a 7-inch fender strip laminated to the
tube and below there shall be a 40oz chafe strip. There shall be a bolt
rope attachment flanges around the underside perimeter of the tube. The
top flange shall be attached to the gunwale. The tubes shall have eight
"D" rings and a sunbrella tube cover attached over the top and side of
the tube. There shall be lettering and a diagonal slash built into the
tube and the sunbrella cover. The lettering shall read NATIONAL PARK
SERVICE and shall be approximately four-inch size. Cuddy Cabin: There
shall be a cuddy cabin that is 78-inches high from the sole to the
center of the inside. The width shall be as wide as possible. The helm
controls shall be on the starboard side. There shall be a handrail
across the dash, down the inside center, one full length down each side
of the back, and a rail going from the outside top of the starboard
side across the front and back along the port side. There shall also be
a bow rail and a rail on each sides of the cuddy top over the berth
area. The roofline shall extend past the forward portions 12- inches of
the top of the window and 24-inches behind the rear bulkhead. There
shall be aluminum arch welded on top and serve as a handrail. The
windshield shall be a two piece, sloping slightly aft and have clear
tempered safety glass with one single speed wiper over the helm. The
other windows shall have a slight tint to them. There shall be a radio
bar above the helm. The binnacle shall be mounted on the starboard
side of the helm on a specially constructed boss. There shall be an
opening tinted type hatch located in the center on the cuddy deck above
the berth. There shall be no port windows in the sides of the cuddy
over the berth. The berth area shall be built in and shall be a minimum
of 6-feet long with cushions. There shall be storage inside the berths.
Storage entrance shall be through the top. There shall be a solid
hinged lockable door going into the berth. The door shall be hinged on
the port side. There shall be a fixed seat with a back for the pilot
on the port side. There shall be storage under the seat. Entrance into
the storage area will be from the side cutout. The bottom of the
cutout shall be 6-inches from the floor and go up and wide as high as
possible. Behind the helm and pilot seats there shall be two bench
seats with seat and back cushions. There also shall be storage inside
theseat boxes by lifting the bottom seat cushion. These seats shall
face inboard. The back bulkhead shall be 12-inches behind the cabin
seats. Seat Cushions and Curtains: There shall be a 3-inch cushion with
snaps for the pilot seat. The helm seat shall be a mariner suspension
seat. The color shall be light gray and the material shall be marine
grade vinyl. There shall be a removable back curtain. There shall be
clear vinyl down half way and solid from that point to the bottom. The
curtain shall snap along the sides, a full-length zipper down the
middle and roll up with a hanger the color shall be light gray for the
solid portion. There shall be a damping fabric (mouse hair) for the
headliner in the cuddy and for inside the entire berth area.
Electronics and Electrical: Government furnished electronics, Radar,
depth sounder, and a park radio shall be mounted and wired for working
conditions. There shall be a dimmer switch mounted for dash
instruments. There shall be a compass mounted on top of the dash. There
shall be one remote search light of 72,000 candle power mounted on the
arch with the switch on the dash. There shall be one red/white cabin
light and one light located in the berth. There shall be one 12-volt
adapter mounted into the dash. There shall be two batteries with an
off/ on switch. There shall be a 2,000 gph bilge pump installed. There
shall be hour meters for each motor. The steering shall be hydraulic
and trim tabs shall be installed. Power: There shall be two 130hp,
four-cycle outboard motors with props for 3700 foot elevation be
mounted and wired for full operation. Paint: The outside of the hull
shall be unpainted. The entire inside of the hull, cuddy, and berth
area shall be painted gray zolatone with a clear coat. The sole shall
be painted with a non-skid durabak surface. The top of the gunwales
shall be painted with the same nonskid material. Trailer: There shall
be a painted tandem trailer sized to fit the vessel included. The
trailer shall not be custom made. The trailer shall be legal for all
roads. The winch shall have a strap on it instead of cable. The color
shall be manufactures standard color. Unit shall be delivered within
220 calendar days, or less, from the date the purchaser places the
order. Clauses/provisions: FAR Clause 52.212-1 "Instructors to
Offers-Commercial," is hereby included by reference. FAR provision
52.212-2 Evaluation-Commercial Items applies to this solicitation and
the following evaluation criteria (arranged in their order of
importance) shall be used to evaluate offers: (1) Reliability (2)
Qualifications (3) Cost. FAR provision 52.212-3 Offer Representations
and Certifications-Commercial items shall be completed and submitted
with the proposal. FAR Clause 52.212-4 Contract Terms and
Conditions-Commercial Items, hereby applies to this solicitation. FAR
Clause 52.212-5 Contract Terms and Conditions Required to Implement
Statutes or Executive Orders-Commercial Items applies to this
