commercial items prepared per the format in Subpart 12, as supplemented
with additional information included in this notice. This announcement
constitutes the only soliciation; proposals are being requested and a
written solicitation will not be issued. Solicition number for this is
RFQ1320-A0-001, and is a Request for Quotation.!! ii) The following
Provisions and Clauses are incorporated into this RFQ by Reference and
are in effect through Federal Acquisition Circular 97-04, (April 14,
1998). No addenda apply to these provisions and clauses. FAR 52.12-1,
Instruction to Offerors. Commercial Items FAR 52.212-3, Offeror
Representation and Certifications. Commercial Items FAR 52.212-4,
Contract Terms and Conditions required to implement statutes or
Executive Orders-Commercial Items. No additional FAR Clauses apply.!!
iii) SIC: 2452, 500 Employees. !! iv) General: The Government will
award the contract to the offeror whose offer represents the "best
value" to theGovernment. The best value determination will be made on
the basis of: 1. QUALITY 2. PAST PERFORMANCE -- Past Performance is a
measure of the degree to which an offeror satisfied its customers in
the past and complied with Federal, State, and Local laws and
regulations. The Government will contact several of each offeror's past
and present customers to ask whether or not they believe: (a) the
offeror was capable, efficient, and effective; (b) the offerors
performance conformed to the terms and conditions of its contract; (c)
the offeror was reasonable and cooperative during performance, and (d)
the offeror was committed to customer satisfaction; 3. PRICE
REASONABLENESS. The Govenment will evaluate the reasonableness of the
price of each acceptable offer in relation to the offers capability.!!
v) NPS REQUIREMENTS: The National Park Service (NPS) intends to
procure one 1200 Sq.Ft. Modular Building -- OR- Build-On-Site, the 1200
sq.ft. building to include the foundation. Offeror must submit a
delivery schedule based on items being bid. The NPS would prefer that
the foundation and wastewater system be installed this fall. Weather
conditions will determine what can be accomplished and schedule can be
negotiated.!! vi) BID SCHEDULE: ITEM #!: MODULAR: The 1200 sqft
building shall be delivered and connected to a perimeter foundation
with center pillars based on NPS requirements. This item is to include
the foundation which will be at ground level with an 8" wide x 4' high
perimeter, 8" x 16" footings, and center pillars allowing for crawl
space underneath. Work shall include realigning the roof line to
provide proper drainage, connecting all exterior and interior walls for
a finished appearance, and anchoring the building to the concrete
foundation. The prospective bidders are required to submit preliminary
building plans and/or foundation plans with their bid for review.
$__________________.OPTION #1: STICK BUILT: Instead of a prefabricated
unit the building shall be built over a perimeter foundation provided
by the contractor based on NPS requirements. Work shall include all of
the same requirements as Item #1 as they apply. $____________________.
OPTION #2: WASTEWATER SYSTEM: Provide a wastewater system for the
building described in ITEM #1 or OPTION #2 above, according to NPS
requirements as shown on construction drawings available on request.
Leach field designed for 5.0 min/in percolation rate and an
applicatrion rate of .8 GPD/SF in accordance with Wyoming Department of
Environmental Quality. Offeror can choose to fabricate own septic tank
or use a pre-manufactured septic tank. The pre-manufactured tank shall
be from the list of approved vendors by the Wyoming Department of
Environmental Quality. The septic tank shall be watertight and have a
minimum liquid volume of 1500 gallons. $______________________. NOTE:
THE GOVERNMENT RESERVES THE RIGHT TO AWARD OR NOT TO AWARD ANY
OPTIONS.!! vii) CODES: Building will be constructed in accordance with
manufacturer's recommendatins governed by the following codes: Uniform
Building Code (UBC), National Electrical Code (NEC), Uniform Plumbing
Code (UPC), Uniform Mechanical Code (UMC), Uniform Fire Code (UFC),
Uniform Federal Accessibility Standards (UFAS), and American
Disabilities Act (ADA) regulations.!! viii) HANDICAPPED ACCESSIBILITY:
Building will be constructed so as to meet the minimum requirements
for handicapped accessibility as listed under codes above unless State
requirements are more stringent.!! ix) Requests for quotes are due
into this office by October 15, 1999. Award to be made by October 30,
1999. Contractors who are interested in bidding on this project should
request copies of the SF-1449 and drawings of the proposed building
and wasterwater system by contacting the POC listed on line 11 above.!!
x) Unit to be delivered and assembled or built at Horseshoe Bend Marina
area near the Lovell, Wyoming South District of the Park.!! Posted
