The General Services Administration, Federal Technology Service, Office of Information Security (OIS), intends to procure commercially available Communications Equipment and to a lesser extend Communications Equipment upgrade Services from the lowest priced technically acceptable offer for the items listed below. These items and services are being procured as a follow-on requirement to support, maintain, and upgrade existing systems or as systems supplements. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. The provisions of FAR 52. 121-1, Instructions to Offerors-Commercial items. (JUN 1997) applies to this solicitation. This announcement constitutes the only solicitation: proposals are being requested and a written solicitation will not be issued. This notice is solicitation number GSA-TIM-2000-022 and is a request for proposal (RFP), commercial items. The solicitation and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-13. The solicitation is open to all Offerors. Quote price and price extensions for each item and a grand total, provide descriptions, and quantities offered in your response to this notice, no further solicitation will be issued for these items: Item 001, EBN-30, URC-200 at 30-90MHz Upgrade with part no. 01-P37200N, quantity 2 each. Item 002, UPA-50, 50 Watt Power Amp with part number 01-P3464E001, quantity 3 each. Item 003, UVL-100, 30-110MHz Antenna with part number 10454, quantity 2 each. Item 004, UIB-100, Power Supply Interface Box with part number 01-P35807M001, quantity 11 each. Last item is Item 005, Retrofit services, Retro-EBN-30 a cost to perform the upgrade, quantity 2 each. All items and services must be as specified and without substitution as a follow-on requirement for use in or with existing systems where system compatibility as to form fit and function is a requirement. The Governmentreserves the right to make award without holding discussions after receipt of initial offers. Delivery is required to FPO AE address (Sicily, Italy) to be provided with the order. Evaluations of proposals shall be conducted in accordance with FAR 52.212-2 Evaluation -- Commercial Items (OCT 1995), however items and services offered must be determined to valid as to offerors ability to perform such and to provide such items and services to conform with OEM Manufacturer_s full specifications for each item, and are inclusive of quality, all necessary testing or certifications, and as to past performance.
