issue a Request for Quotation (RFQ) for a complete Dissecting
Microscope System. This dissecting microscope system is a modified
standard bench top microscope developed for use with biological and
material science specimens. The key optical components of the MZ12.5
microscope include an optical zoom of 12.5 to 1, 10x/22 and 16x/14 wide
field, distortion-free eyepieces, 1.0x and 0.63x PlanApochromatic
objectives and a 10-50 degree tilting binocular tube. The objectives
and eyepieces are used in different combinations to achieve a
magnification range of 4-160x and resolution in excess of 375 1p/mm.
Higher magnification is achieved with the use of the video system. A
modified switchable video/photo tube allows 100% of the light to the
eyepieces or 100% to a video system and 100% to a 35mm camera --
simultaneously. The dissecting microscope system has both transmitted
and reflected light bases that are used for transmitted and reflected
polarized light and transmitted light darkfield applications. Other
items include coarse/fine focus, reticule with 12mm to 120 scale and
crosshair, 1.0x and 0.5x c-mounts and a 35mm Leica R6 2 SLR camera
back. This procurement is being conducted under the Simplified
Acquisition Procedure (SAP). NASA/ARC intends to purchase the item from
Leica Microsystems, Inc. 111 Deer Lake Road, Deerfield, IL 60015 under
the authority of FAR 13.106-1(b)(1). This ground version of a flight
dissecting microscope system must be identical in fit, form and
function to the flight system. The Government intends to acquire a
commercial item using FAR Part 12. Interested firms have 10 days from
the publication of this synopsis to submit in writing to the identified
point of contact, their qualifications/capabilities. Such
qualifications/capabilities will be used solely for the purpose of
determining whether or not to conduct this procurement on a competitive
basis. Responses received after the 10 days or without the required
information will be considered nonresponsive to the synopsis and will
not be considered. A determination by the Government to not compete
this proposed effort on a full and open competitive basis, based upon
responses to this notice is solely within the discretion of the
Government. Oral communications are not acceptable in response to this
notice. All responsible sources may submit an offer which shall be
considered by the agency. An ombudsman has been appointed. See Internet
