Force has a requirement for the following: CLIN 0001: Portable
Balancing System, NSN 6635-01-357-6647DQ, 8 Each SIZE: Computer Laptop,
11.5 x 13.5, 13.5 lbs; DAU, 10 x 16 x 11.5, 20-25 lbs FORM, FIT,
FUNCTION: The PBS-4100 Laptop and DAU (7000-4134-12-X) is Used to
provide balancing of the F108 Engine installed on the KC-135R and The
C-17. The PBS-4100 (P/N 7000-4134-12-X) consists of a Laptop computer
and DAU. PREDOM MATERIAL: Aluminum Case and Electronic components The
Air Force intends to award a sole source contract to: CAGE: 26741,
Mechanical Technology Inc, 968 Albany-Shaker Rd, Latham, NY 12110-1401
The Government lacks the data necessary to re-procure this equirement
competitively and to evaluate offers from other than the original
source. As a result, the government anticipates that this solicitation
will result in award of a sole-source contract under authority of FAR
6.302-1 There are no Government Drawings or specifications available
for this solicitation. This is not a small business set-aside. The
Government anticipates releasing a paper Request for Proposal (RFP) on
or about 18 Oct 99, to sources requesting a RFP document. Fax requests
to the point of contact (POC) are allowed and should be requested in
time to meet the RFP response date. All potential offerors should
contact the buyer/PCO identified in this notice for additional
information and/or to communicate concerns, if any, concerning this
acquisition. If your concerns are not satisfied by the contracting
officer, an Ombudsman has been appointed to hear concerns from offerors
or potential offerors during the proposal development phase of an
acquisition. The Ombudsman does not diminish the authority of the
program director or Contracting Officer, but communicates Contractor
concerns, issues, disagreements, and recommendations to the appropriate
Government personnel. When requested, the Ombudsman shall maintain
strict confidentially as to the source of the concern. The Ombudsman
does not participate in the evaluation of proposals or in the source
