The Department of Defense is seeking sources for existing devices for a Tactical Assault Ladder System (TALS), that may be used by soldiers when a multi-story entry/exit capability is required during Military Operations on Urbanized Terrain (MOUT). The TALS will: provide the soldier a means to rapidly ascend to second and higher floors of buildings while conserving the soldiers' strength to continue the mission; exceed all of the capabilities of the grapnel hook and rope; be capable of being emplaced, assembled, or erected and used by a fully-equipped soldier to access a second floor or higher window within 5 minutes (total weight load for a fully-equipped soldier is 300-400 pounds which includes 150 pounds of equipment); not interfere with or hinder the soldier's individual movement techniques, or with sighting or firing of weapon while being carried and will permit weapon firing while being climbed or traversed; be compatible with the existing equipment the soldier currently carries and/or wears in that it will not protrude, bind, or interfere with operations and/or cause the soldier discomfort; be subdued in color appropriate for use in urban areas; weigh no more than thirty (30) pounds, with a weight of 20 pounds preferred; have a service life of 120 usage days; and be fabricated of fire-retardant materials. This survey announcement is to identify existing technologies. There is no commitment on the part of the Government to award a contract as a result of this request for information nor to pay for the information received. After review of the product information submitted, the Government may contact interested parties to obtain samples for testing.
