The Aviation Applied Technology Directorate, U.S. Army Aviation and Missile Command, proposes to acquire on an other than full and open competitive basis Phase II of a Research and Development (R&D) program entitled Helicopter Active Controls Technology (HACT).' The overall objective of the HACT program is to develop and demonstrate, in flight, an active digital, optical flight control system integrated with selected mission subsystems for rotorcraft. The objective of Phase 1 was to develop preliminary designs for the HACT Flight Control System (HFCS) and provide analyses substantiating the capability and robustness of the designs to meet HACT program metrics and Exit Criteria to be used as part of the selection criteria for the Phase 2. Three contracts were awarded for Phase 1 effort as a result of limited competition. The objective of Phase 2 is to further develop the selected HFCS and the HACT technology elements, and to implement the design into a flight demonstration rotorcraft for evaluation.THIS RFP (DAAH10-00-R-0001) WILL SOLICIT PROPOSALS FOR EXECUTION OF PHASE 2 ONLY. It is anticipated that a single cost plus fixed fee contract, with a period of performance of thirty-three (33) months, will be awarded for Phase 2 as a result of limited competition among Bell Helicopter, Inc., Fort Worth, Texas; McDonnell Douglas Helicopter Systems, Mesa, Arizona; and the United Technologies Corporation, Sikorsky Aircraft Division, Stratford, Connecticut. The substantial cost duplication that would be incurred for another Contractor to develop the necessary facilities, testbed rotorcraft, and technical experience, possessed by the proposed Contractors, would not be recovered through further competition. It is anticipated that approximately 112,360 engineering man-hours will be required for completion of this Phase 2 effort. SIC Code is 3812 with a small business size standard of 750 employees. Release of this Request for Proposal (RFP) is unrestricted; however, performance under this effort will require access to and/or generation of technical data of which is restricted by the Arms Export Control Act (Title 22, U.S.C., Sec 2751 et seq) or Executive Order 12470; therefore, an "Export Controlled DoD Technical Data Agreement" certification is required for all offerors under this announcement. This notice is not a request for competitive proposals; however, responses received from all interested sources will be reviewed by the Government and given due consideration as required by law.
