of Labor (DOL) has a requirement for the continued operation of the
Cleveland Job Corps Center. Job Corps is a residential training program
for economically disadvantaged youth, between the ages of 16-24. The
successful offeror will provide academic and vocational training; and
operate a counseling and residential living program. The successful
offeror will provide the following support services including health
services, student records management and a behavior management system.
The successful offeror will also provide overall center management and
administration that includes staff training, financial management,
procurement and property management, facility operations and
maintenance, security and safety services, community relations and
public information. The Cleveland Job Corps Center operation averages
a capacity of 320 students (120 residential males, 120 residential
females, 40 non-residential males and 40 non-residential females). The
Cleveland Job Corps Center is located at 10660 Carnegie Avenue,
Cleveland, Ohio. It is anticipated that the resultant contract will
cover the period beginning August 1, 2000 through July 31, 2002. A
cost-plus-fixed-fee type contract will be awarded. Services are
required for a base two year period plus three one-year option periods.
This request for proposal (RFP) is being issued as an 8(a) set-aside.
A Standard Industrial Classification Code (SIC) of 8744 has been
assigned to this requirement with a size standard of $20 million. The
government desires to encourage offerors participating in the Small
Business Administration's 8(a) Mentor/Protege Program. Regulations
pertaining to the aforementioned 8(a) arrangements are available on the

Mentor/Protege Program is under regulation 13 CFR 124.520. The SBA has

RFP. A Pre-Proposal Conference will be held at 10:00 A.M. (EDT) local
time on Tuesday, November 16, 1999 at the Cleveland Job Corps Center.
A walk-through inspection of the Cleveland Job Corps Center facility,
will be followed immediately by the Pre-Proposal Conference. Upon
entering the Cleveland Job Corps Center facility, attendees must stop
at the front desk where they will be given directions to the
Pre-Proposal Conference. We recommend that you download the RFP from

to the Pre-Proposal Conference must be submitted in writing to Richard
