Directorate of Contracting, Fort Sill, Oklahoma has a requirement for
lease of office modular trailers for the period of 1 January 2000
through 31 December 2000 plus 3 one year options. This is a combined
synopsis and solicitation for commercial items prepared in accordance
with the format in Federal Acquisition Regulation (FAR) Subparts 12.6
and 13.5, as supplemented with additional information included in this
notice. This announcement constitutes the only solicitation for the
Modular Office Trailers; proposals are being requested and a written
solicitation will not be issued. The solicitation number for this
acquisition is DABT39-99-Q-0289. The following quantities and
description apply: lease of 1 single wide modular office trailer,
exterior dimensions 44' x 12' with front and rear door steps, central
air conditioning and heat, unit must have a minimum of 7 windows, 2
interior office spaces, bathroom. Door steps shall be made of steel or
aluminum and have hand rails. There is also a requirement for 4 double
wide modular office trailers with the following minimum salient
characteristics: exterior dimensions 44' x 24', interior shall
accommodate a minimum of 3 office spaces and a meeting room, office
trailers shall have front and rear door steps made of steel or
aluminum. Steps shall have hand rails and a minimum of 3 steps. Double
wide units shall have air conditioning and heat, minimum of seven
windows. Both the single wide and double wide units shall have carpeted
floors. The solicitation includes the following line items: Lease of 1
single wide modular office trailer with steps (2 each); Lease of 5
double wide modular office trailers with steps (2 each); Delivery and
set-up costs for the single wide office modular trailer and double wide
office modular trailers; Tear down and return costs for single wide
office modular trailer; Tear down and return costs for the 5 double
wide modular office trailers. Include in the offer lease prices for the
option periods. This document incorporates provisions and clauses in
effect through Federal Acquisition Circular 97-13. This acquisition is
unrestricted. The Standard Industrial Classification (SIC) for this
procurement is 7519. To be eligible for award, the Contractor must be
registered in the Central Contractor Registration (CCR) database.
Offerors may obtain information on registration by calling

will be made to the responsible offeror whose offer/bid conforming to
this solicitation will be most advantageous to the Government
considering price, past performance, delivery and quality. Quality is
more important than price, past performance and delivery. Award will be
made based upon best value to the Government in accordance with
procedures in FAR 13.106-2(b). FAR Provision 52.212-1 applies. Offerors
must submit a price for each line item. Facsimile or electronically
submitted proposals are not authorized. Offerors shall include a copy
of the provision at FAR 52.212-3 with their offer. FAR Clause 52.212-4,
Contract Terms and Conditions-Commercial Items applies. FAR Clause
52.212-5 applies. The following FAR clauses cited in the clause also
apply: 52.203-6, 52.219-8, 52.222-21, 52.222-26, 52.222-35, 52.222-36,
52.222-37, 52.232-33, 52.222-41, 52.222-42, 52.222-43. DFARS Clause
252.212-7001 applies; the following DFARS Clause cited in this clause
also applies, 252.225-7001. Additionally, the following FAR Clauses
apply: 52.217-9, 52.223-5, 52.232-18. The following FAR and DFARS
provisions apply: 52.217-5, 252.212-7000. The Government does not
intend to make multiple awards. Offerors shall submit past performance
information that identifies Government and private contract performed
within the last three years for comparable services. Offerors shall
submit descriptive literature with their proposals. Offers are due no
later than 4:00 p.m., (central time), 18 October 1999. Questions
