The Defense Supply Center Philadelphia (DSCP), Directorate of Medical Materiel plans to issue an unrestricted Request For Proposal (RFP) to solicit offers to select a Primary Supplier (PS) and a Secondary Supplier (SS) of pharmaceutical products for Government Medical Treatment Facilities (MTF) in the European Region. DCSP intends to award a "PS" contract for the European Region. An "SS" contract will be issued, if it is determined to be in the best interest of the Government. DSCP intends to award a 20-month base period contract with two 20-month option periods for both the "PS" and "SS". The total estimated annual dollar value of products to be purchased is $22 Million a year. This procurement will be awarded under Part 12 "Acquisition of Commercial Items" using a Tradeoff Process under Source Selection Procedures all technical evaluation factors, when combined, are significantly more important than price. At the time of closing of the RFP, each offeror must submit its Business Proposal, Subcontracting Plan and Past Performance Proposal as described in the RFP, to be evaluated. Each offeror will also be responsible for forwarding and collecting past performance questionnaires, which will be provided by the government, to previous and present customers/clients. This information shall be included as part of the Past Performance Proposal. All of the information submitted, will be evaluated and a competitive range determination will be made. Each offeror within the competitive range will receive a written request to proceed with the Oral Presentation and Demonstration portion of the evaluation process. However, if after evaluating all the proposals, the contracting officer determines that the number of most highly rated proposals, that might otherwise be included in the competitive range, exceeds the number at which an efficient competition can be conducted, the Contracting Officer may elect to limit the numbers of offerors requested to proceed with the Oral Presentation and Demonstration phase. The Oral Presentation will address the following technical areas: Customer Support, Surge Readiness and Sustainment, Mentoring Business Agreements, Javits-Wagner-O'Day (JWOD) Entity Support and the EOE system/EDI capability. A talking paper should accompany the oral presentation's briefing charts. Actual demonstration of the offerors Electronic Order Entry (EOE) Systems and Electronic Data Interchange (EDI) Capability may be waived if the government determines that based on previous government contracts the contractor's system has been adequately proven. However, such waiver is totally at the Government's discretion and does not alleviate the offeror from addressing this area during Oral Presentation. The anticipated issuance date of the RFP is no later than 29 October 1999. The closing date of the RFP will be 35 days after the actual issuance date.
