Therefore, that notice is cancelled. Instead, MARCORSYSCOM intends to conduct full and open competition to procure a Gamma Spectroscopy System. This procurement will be under the authority of FAR 13.5, the Commercial Items Test Program. This is a combined synopsis / solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested, and a written solicitation will not be issued. When replying, reference Solicitation # M67854-00-R-3000. SIC Code is 3826. Small business size standard is 500 employees. DPAS Rating is DO-C9. The Gamma Spectroscopy System shall consist of the following items; CLIN 0001 (12 ea) Hand-held gamma spectrometer and associated software with over-pack manual CLIN 0002 (1 ea) PC based gamma analysis software CLIN 0003 (1 ea) Right to copy all software for 11 additional sites CLIN 0004 (12 ea) 8 nuclide button source set to include 1 uCi each of: Co-57, Co-60, Cs-137, Mn-54, Ba-133, Na-22, Cd-109, Cs-137/Zn-65 mix CLIN 0005 (1 ea) PC based nuclide tables CLIN 0006 (4 ea) Additional Operator manuals for item 1 CLIN 0007 (10 ea) 3 day training at vendor location for 1 student The Gamma Spectroscopy System shall meet the following minimum salient characteristics: a) Must be portable, hand-held (one hand) b) Must have display read-out screen on unit c) Must have PC based analytical software to download spectrum data from hand-held unit d) Must be able to collect at least 2,000,000 counts per channel e) Must have data acquisition for up to 300 seconds for a single spectrum f) Must not require coolant or additional logistics equipment g) Must be a COTS item (Commercial Off The Shelf) Delivery of CLINs 0001-0006 is required by 1 December, 1999, with CLIN 0007 training to be completed no later than 23 December, 1999. No offers will be considered unless they meet the above delivery schedule. Proposals will be evaluated on the basis of the following criteria, which are not necessarily listed in order of importance: 1) Technical Parameters, including but not limited to: detection energy range, detector resolution, scintillator crystal size, scintillator crystal efficiency, on-board target library, on-board analysis capability and display, number of MCA channels 2) Maturity / Integration of system components 3) Ease of physical handling, including weight and dimensions 4) Price 5) Ability to provide requisite training 6) Corporate experience 7) Past performance 8) Ability to meet required delivery schedule 9) Warranty Training The following is a list of topics to be covered in the contractor supplied 3 day training course for 10 students to be given at contractor's location: 1) Basic operation of the Hand Held Gamma Spectrometer and associated software 2) The Physics and electronics of inorganic scintillator gamma detection 3) The types of radiation, to include the health impact and penetration ability of each 4) How to use The Chart of the Nuclides 5) Discussion of Radioactive decay chains and half-life 6) Discussion of isotopes common to the medical industry, the nuclear power industry, the irradiation industry, nuclear weapons, and other sources of radioactive isotopes 7) Field employment of hand-held scintillation detectors. (where to take readings, environmental concerns that may effect energy spectra) 8) Spectra analysis (Backscatter, Photoelectric, Compton, and Pair Production) 9) Limitations of Inorganic Scintillation detectors 10) Exercises with chart of nuclide, decay chains, and identifying unknown isotopes, mixtures etc Offerors shall submit a written technical proposal which clearly illustrates that its product meets all technical requirements. Proposals not meeting all technical requirements will not be considered. Commercial product literature is encouraged. In the event that there is a discrepancy between the offeror's proposal and commercial literature, the proposal will take precedence. The price proposal shall state the price per unit, inclusive of shipping to the destinations above. The offeror should include commercial catalog pricing for all possible CLINs. The Offeror should also include past performance references. While the Government need not conduct discussions, the Government reserves the right to hold discussions if necessary. Contract Award will be based on Best Value to the Government.
