Richmond (DSCR), a primary field activity of the Defense Logistics
Agency (DLA), is soliciting vendors offering commercial off-the-shelf
items, to participate in an on-line electronic commerce initiative
under the DoD Electronic Mall (EMALL) program. Through the EMALL,
military customers and other authorized users can search for and order
spare parts, supplies, and other needed logistics support items
conveniently and quickly. This initiative represents an opportunity for
DSCR to provide its customers with a viable alternative to local
purchasing. Customers are provided with the capability to identify,
evaluate, and order items, which are shipped directly from the item
supplier to the customer. This approach yields benefits for all parties
in that prices compare favorably with local purchase prices, reduced
logistics response time, increased customer choice, elimination of
second destination charges, increased visibility for supplier products,
reduced handling costs, and the ability to redirect skilled workforce
resources to complex procurement tasks. DSCR intends to issue multiple
awards as Indefinite Delivery, Indefinite Quantity (IDIQ) contracts
and Blanket Purchase Agreements. The contract period will cover a
one-year base period and four, one-year option periods. Vendors will be
required to: 1. Currently sell commercial items, which are routinely
purchased by DLA and DLA's major customers (Army, Air Force, Navy, and
Marine Corps). 2. The items offered in response to the solicitation
should be listed in catalogs and meet the definition of commercial
items sold in substantial quantities to the general public (as defined
at FAR Subpart 2.101). 3. In exchange for obtaining visibility to
DLA's worldwide customer market, be prepared to offer discounts on
items sold through the EMALL. 4. Be capable of using electronic
commerce using ANSI X12 transaction sets to include 810, 850 and 855.
5. Meet the requirements outlined in the RFP and Statement of Work. The
solicitation may be downloaded from the DSCR web site after October 22,
