bs92y@nih.gov. The Division of AIDS (DAIDS), National Institute of
Allergy and Infectious Diseases (NIAID), National Institutes of Health
(NIH), is soliciting proposals in response to this RFP for the
recompetition of contract (NO1-AI-55285) that was originally awarded to
Herner & Company and is currently with Cygnus Corporation, Inc. The
proposed contract is to be awarded as a 100% Small Business Set-Aside
under Standard Industrial Classification (SIC) Code 7375, with a size
standard of $18 Million for the management of information resources on
therapeutic agents for HIV and opportunistic infections. DAIDS
supports research to identify therapeutic agents for the prevention and
treatment of infections with the human immunodeficiency virus (HIV) and
opportunistic pathogens associated with acquired immunodeficiency
syndrome (AIDS) including Mycobacterium tuberculosis. Lead compounds
are identified through individual research grants as well as
DAIDS-sponsored programs such as the Integrated Preclinical Program for
Novel HIV Therapies, and the National Cooperative Drug Discovery Groups
for AIDS-associated Opportunistic Infections (OIs). Researchers in
these and other DAIDS-sponsored pre-clinical programs are actively
engaged in investigating the basic biology of the targeted pathogens,
identifying novel therapeutic approaches to treat diseases caused by
these infectious agents, and testing therapeutic strategies in animal
models. Data bases containing chemical structures and biological data
have been established by the Division of AIDS (DAIDS) to track
development of chemotherapies of HIV and OIs and to serve as a
knowledge base for the NIAID and scientific community. The current
databases are the most up-to-date information source available on
current research on experimental therapies for HIV and opportunistic
infections. A high level of professional and administrative
capabilities must be exhibited by the offerors in order to: provide
scientific expertise (chemistry, virology, immunology, microbiology)
for literature surveillance, data retrieval and quality control, and to
recommend enhancements which allow for changes and improvements in the
transfer and/or retrieval of data. The databases provide support for
the acquisition of new chemicals for biological evaluation in contracts
sponsored by DAIDS. Currently, DIADS maintains six databases which
contain chemical and biological information on: 1) anti-HIV therapeutic
agents (15,000 chemical structures); 2) agents tested for activity
against opportunistic pathogens (5,000 compounds); 3) agents tested for
activity against M. tuberculosis (30,000 structures); 4) HIV
chemical/biological database WEB site that contains 500 HIV compounds;
5) microbecidal database (1850 compounds); and 6) literature citations
(8,500) on relevant AIDS therapies. The anti-HIV and anti-OI databases
currently are managed using ISIS-TM/Base and ISIS/Host (AIX) software
(MDL Information Systems, Inc., San Leandro, CA), and ORACLE for data
tables, ISIS/HOST and ORACLE version 8.0.5 hosted on Silicon Graphics
Origin 200 system; the literature citations database is managed using
PROCITE-TM software version 4.1 (Personal Bibliographic Software,
Inc., Ann Arbor, MI). It is anticipated that one cost reimbursement,
completion type contract will be awarded for a period of seven years,
beginning on/before September 21, 2000. The amount of effort for all
seven years is estimated at 39.2 FTEs. RFP-NIH-NIAID-DAIDS-00-31 will
