The purpose of this synopsis is to update industry on the status of this procurement primarily since a significant amount of time has transpired from release of the original synopsis. NASA/JSC plans to issue a Request for Proposal (RFP) for the delta design effort required to convert the Experimental Crew Return Vehicle (X-38) design into an operational Crew Return Vehicle for the International Space Station under Phase 1; and production of the vehicles under Phase 2. Phase 1 requirements are contemplated to be awarded under firm fixed price contracts to multiple contractors; and will result in the establishment of a design approach at the Critical Design Review (CDR) level for the operational CRV, and a cost proposal for the production of the vehicles. Phase 2 is the production phase, and will result in further design engineering, fabrication, testing, certification, and delivery of four operational vehicles for use as the Space Station Crew Return Vehicle. Following is a list and summary of completed milestones to inform industry of the status of this procurement. 1) December 23, 1998: Synopsis posted. 2) January 21, 1999: Modification 1 to synopsis. Changed date for responses from January 22, 1999 to January 29, 1999 and listed the website for related documents at http://procurement.nasa.gov/EPS/JSC/class.html 3) January 28, 1999: Responses posed to Industries inquiries of the synopsis. 4) February 25, 1999: Modification 2 to synopsis. Made some administrative changes to the synopsis but more importantly stated that the revised procurement philosophy for the project was to use a phased acquisition approach using a progressive competition down-selection. 5) May 5, 1999: Draft Request for Proposal (RFP)posted. 6) May 10, 1999: Amendment 1 to the Draft RFP posted clarifying response date from industry for questions to be May 20, 1999. 7) June 7, 1999: Amendment 2 to the Draft RFP. Changed release for the final RFP to July 31, 1999. 8) June 15, 1999:Amendment 3 to the Draft RFP. Re-opened opportunity to industry to submit questions by June 29, 1999. 9) August 2, 1999: Amendment 4 to Draft RFP. Changed release of the final RFP to August 13, 1999 and released responses to a portion of industries questions. 10) August 3, 1999: Amendment 5 to Draft RFP. Corrected questions numbers on amendment 4. 11) August 12, 1999: Amendment 6 to Draft RFP. Changed release of the final RFP to September 30, 1999. 12) August 24, 1999: Amendment 7 to Draft RFP. Released responses to remaining questions from industry. 13) October 1, 1999: Amendment 8 to Draft RFP. Changed release of the final RFP to October 12, 1999.
