Simplified Acquisition procedures, a competitive Request for Quote
(RFQ) to acquire specialized experts to perform an analysis of proposed
new requirements for Marine Salvage and Firefighting Services in the
Oil Pollution Act (OPA) of 1990 Vessel Response Plan Regulation (VRP).
The contractor will be tasked with developing inputs to both elements
of the cost-effectiveness of various changes to the marine salvage and
firefighting requirements of the VRP. The intent of this requirement is
to apply knowledge of the oil water transport system, the marine
salvage and firefighting industries, and the actual cost and
performance experience of planholders and marine salvors and
firefighters complying with OPA 90 VRP regulations and to be successful
in r esponding to events. Tasks will include reviewing documentation
supplied by the government, identifying a representative cross section
of individual planholders, and marine salvage and firefighting
organizations to provide information for case study interviews, develop
an interview plan and questionnaires for interviewing companies and
organizations, conduct interviews, analyze what is being done to comply
with the existing regulations and what could have been done differently
under the original rules, document the costs of compliance with the
existing VRP regulations and estimate the changes and document the
methods and data sources for the above tasks for a final report. Small
Business firms classified under SIC Code 8732 that are interested in
proposing on this requirement must regist er in accordance with
instructions cited below. RFQ issuance will be on or about October 18,
