NASA/HQ plans to issue a Request for Quotation (RFQ) for RENEW MAINTENANCE FOR 4,000 VOUCHERS (DP MODULE AND EP) MODULE GELCO TRAVEL MANAGER DP MODULE PRODUCT # GMNT 1000; EP MODULE PRODUCT # GMNT 1000EP. This procurement is being conducted under the Simplified Acquisition Procedures (SAP). NASA/HQ intends to purchase the items from GELCO INFORMATION NETWORK GSD, INC. WHICH IS PROPRIETARY SOFTWARE WITH RIGHTS TO PROVIDE SOFTWARE UPGRADES AND TECHNICAL SUPPORT HAVE NOT BEEN MADE AVAILABLE TO ANY THIRD PARTIES. THEREFORE, THE SOFTWARE DEVELOPER GELCO INFORMATION NETWORKS GSD, INC. IS A THIS TIME THE ONLY COMPANY THAT CAN PROVIDE MAINTENANCE IN THE FORM OF UPGRADES AND TECHNICAL SUPPORT FOR ITS TRAVEL MANAGER SOFTWARE PRODUCTS. The Government does not intend to acquire a commercial item using FAR Part 12. See Note 26. Interested firms have until October 22, 1999 to submit in writing to the identified point of contact, their qualifications/capabilities. Such qualifications/capabilities will be used solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. Responses received after October 22, 1999, without the required information will be considered nonresponsive to the synopsis and will not be considered. A determination by the Government to not compete this proposed effort on a full and open competitive basis, based upon responses to this notice is solely within the discretion of the Government.
