The National Institute of Standards and Technology (NIST) requires state-of-the-art measurements of surface and bulk magnetic properties of gadolinium (Gd). Specific tasks will include: (1) in situ thermometry, magneto-optic Kerr effect (MOKE) susceptibility and vibration-isolation upgrades, (2) Development of the spin polarized secondary electron emission spectroscopy susceptibility measurement technique, (3) Surface and bulk measurements of Gd thin and ultrathin films, (4) Preparation of scholarly articles and presentation of work at international conferences. This research requires a strong background in ultrathin film magnetism, surface physics, critical phenomena, ultrahigh vacuum technology, low noise analog electronics magneto-optics, and programming in Visual Basic, Visual C++ and Labview. Interested sources proposing to supply the specified services must submit a written qualification statement clearly establishing capability to meet the above requirements within 15 days from the date of this synopsis. The qualification statements will be used to determine the need for competitive bids. In the absence of other qualified sources, it is the intent of the Government to negotiate a sole source contract under the authority of 41 U.S.C. 253(c)(1) with Dr. C.S. Arnold, 606-690 West 84th Way, Arvada, CO 80003 as this source is considered to be the only responsible source and no other source will satisfy agency requirements.
