this project consists of maintenance dredging of the U.S. Coast Guard
Facilities at New Haven, CT. The work will provide a 10 foot deep
entrance channel and basin at Mean Low Water (MLW) as shown on the
contract drawings. Sand and clayey silt material will be removed using
a mechanical dredge and scows to accomplish the work. Material dredged
from the entrance channel and basin will be disposed of at the
nearshore borrow pit at Morris Cove, located approximately 1 mile south
of the Coast Guard Facility. The estimated cost of the work is between
$100,000.00 and $500,000.00. Work shall be completed within 90
calendar days after receipt of a notice to proceed. This solicitation
is 100% set-aside for Small Business Concerns. Bid documents are
available on or about 21 October 1999. Requests for plans and
specifications shall indicate whether a firm is a prime contractor or
a subcontractor. Bidders, subcontractors and Plan Rooms are required to
self-register their firm or office on the internet to receive one
CD-Rom. Registration instructions are avilable on the internet at
http://wwwnewengland/ebs/asp/advertisedsolicitations.asp. Neither
telephonic, mailed nor fax requests will be accepted. Those registering
are responsible for the accu4racy of the informaton on the mailing
list. Registration must include the firm's physical address, telephone,
a valid fax number and a point of contact. Registration should be
completed one week prior to the issue date. All notifications of
changes to this solciitation shall be made through the Internet only.
It is, therefore, the contractors responsibility to check the Internet
address listed above daily, for any posted changes to this
solicitation. Actual solicitation amendments will be issued either by
fax, 3.5" diskette or CD-Rom. The plans and specifications will be
issued on Compact Disc (CD-Rom) only and will be provided free of
charge. Plans and specifications will not be provided in a printed
paper format; however, the Government reserves the right to revertto
paper medium when it is determined to be in the Government's best
interest. All bid forms, bid bonds, and other normal documents required
for the bid submittal, including amendments to the bid submittal, shall
be in paper medium. Electronic medium for the bid submittal documents
will not be allowed for this job. EFFECTIVELY IMMEDIATELY:
Presolicitation notices will no longer be issued by the New England
District for projects. Advertismenet of New England District projects
will be through the Commerce Business Daily and/or New England District
