The Government intends to purchase on a sole source all or none basis the following Digital Audio Communications System manufactured by Advanced Simulation Technology Inc. (ASTI) of Herndon, Va.: (1) P/N XIC-01-310-99, XICOMM Base system, comprised of desktop Model Processor, Model Builder Development and Runtime Licenses, Hard drive, Host Ethernet and Technical Documentation; Distributed Operators (incl. 4 RIU), Network intercoms (3 per system) (2 systems); (2) P/N HHT-INT, Hand Held Operator Intercom Terminal (6 each); (3) P/N HS-TX-PH-10, Telex Dual Earcup Monaural Headset (6 each); (4) P/N PTT-01-001, Beltclip Inline PTT Switch with Volume Control (6 each); (5) P/N CA-D9M-X6F-10-A, Cable Assembly, PTT Box to RIU, 10 feet (6 each); (6) P/N RMK-RA-3-A, Rackmount Kit for Node 3 for 3 RIU, assembled (1 each); (7) Intercom Model: Custom Model Configuration and test, to include interface/connectivity configuration of HHTs, Intercom, headsets, Remote Interface Units and Network ring (1 each); (8) Annual Support (1 each). All applicable items shall be Y2K compliant. Written documentation addressing this issue must be provided with the vendor's quote. Annual support shall consist of 30 hours of technical support, return to manufacturer for priority repair and free software updates as they become available. The Aegis Computer Center (ACC) has been tasked to expand the current Government owned digital audio communications system. The Moorestown sites are currently activating new labs and therefore need to expand the existing secure voice capability. These systems and their associated computer programs will be used to expand the Moorestown secure voice capability to support connectivity to the tactical consoles located in various labs. It is critical that operators at these consoles be able to communicate within the lab, between labs located at the ACC and with labs at remote sites in a secure manner to support Aegis Weapon System (AWS) lifecycle support engineering activities. The existing system is proprietary to ASTI and to ensure compatibility, these systems must be procured from ASTI. These new components must be compatible with the existing ASTI voice system. This requirement is to be processed using the Simplified Acquisition Procedures. All vendors shall provide the software, software support and any applicable agreements with their fax quote which shall be considered by the Naval Surface Warfare Center, Dahlgren Division, Dahlgren, Va. 22448 to Attn: Code SD18, fax number 540-653-7016. All vendors must provide written documentation from ASTI giving them authorization to provide the above items.
