The U.S. Army Simulation, Training and Instrumentation Command (STRICOM) has a requirement to upgrade seven (7) OH-58D Kiowa Warrior Cockpit Procedures Trainers (CPT) updated to the Image Generator (IG) configuration compatible with OH-58D Kiowa Warrior Crew Station Mission Equipment Trainer (CSMET) hardware and software configurations. The firm-fixed-price effort will include spares, technical support and data. This requirement is to be procured, using the FAR Part 12 procedures for commercial items, from the CSMET contractor, EER Systems, 3251 Progress Drive, Orlando Florida. Only one early prototype CPTIG exists which is resident at the EER facility and which has been used by the contractor to capture commonality between the CSMET and the CPT. No technical hardware, software documentation, or data required to competitively procure the CPTIG systems exists. As a result, EER Systems is the only source which possesses the necessary CPTIG knowledge and experience to perform the modification and production effort which will result in compatibility of the two systems within program objectives. Authority and Justification is Federal Acquisition Regulation (FAR) 6.302-1, only one responsible source. As the designer, developer, and manufacturer of the CSMET system, EER Systems has the expertise and knowledge of the prototype CPTIG hardware and software to perform the required effort.
