The government intends to solicit and negotiate with only one source, West Group, under the authority of FAR 13.106-1(b) for an on-line subscription for legal references and research database to Westlaw. Westlaw provides the following: all US federal and state statutory, legislative, regulatory, administrative, and case law materials; law reviews and similar reference and treatise material; annotations and cross references between these material; a system of classifying and organizing points and issues of law; a system of validating and updating case law; a system to retrieve all such materials via standard citations; the ability to identify and retrieve all such materials by means of an intuitive graphical interface; user access via standard web browser software; ability to download, print, and email documents in standard formats in common use; professional legal customer support service available without extra charge by immediate telephone access; on-site training services without extra charge; and aflat-fee or volume pricing scheme to allow for predictable monthly or annual cost. The government has determined that only West Group can provide a cost-effective mix of relevant legal data -- along with ease of use -- that is required by the Bank. No written solicitation will be issued. Anticipated award date is October 19, 1999 and will be made on a purchase order. This acquisition is being made using Simplified Acquisition Procedures for commercial items under the authority of FAR Part 12. The Standard industrial Classification Code is 2741.
