qualified U.S. Organizations and Institutions including registered
private voluntary organizations (PVO's) and public international
organizations with the requisite capability and experience to submit
applications to conduct a program in support of improved public
information and dialogue in Madagascar. For-profit organizations may
also submit applications but they will not be entitled to receive a fee
or profit. In order to achieve the objective of the public information
and dialogue (PID) program, USAID intends to award a cooperative
agreement (CA) according to the process described in the request for
applications (RFA). Together with the program in support of improved
economic analysis for decision making, the pid program is aimed at
promoting more informed public participation in economic and legal
issues in Madagascar. Subject to the availability of funds, the public
information and dialogue program is intended to be a $2.6 million,
three-year, incrementally funded activity. USAID intends to award the
CA in December 1999. Applicants are encouraged to review the RFA
associated with the improved economic analysis for decision-making
program and to consider submitting a joint proposal for both programs.
The RFA for this notice is expected to be available on or about
October 20, 1999. The preferred method of distribution of usaid
assistance information is via the internet or by request of a request
for applications on 3.5" floppy disk (microsoft word format). This cbd
notice can be viewed and downloaded using the agency's web site. The
RFA, once issued, can be downloaded from the agency's web site. the
worldwide address is http://www.info.usaid.gov. Receipt of this RFA
through internet must be confirmed by written notification to the
contact person. It is the responsibility of the recipient of this
